Airbus CEO Guillaume Faury added that the assumptions behind FCAS \u2014 launched in 2017 to deliver a European sixth-generation fighter by the 2040s \u2014 are no longer valid after the war in Ukraine. France is the only partner with an aircraft carrier and an explicit nuclear weapons delivery requirement. Germany and Spain want an air superiority fighter. Image Credit: Creative Commons.<\/p>\n<p>Aerospace giant Airbus has expressed interest in pursuing a two-aircraft option for the <a href=\"https:\/\/www.rusi.org\/explore-our-research\/publications\/commentary\/fcas-france-and-germanys-fight-future-fighter\" rel=\"nofollow noopener\" target=\"_blank\">Future Combat Air System<\/a> (<a href=\"https:\/\/nationalsecurityjournal.org\/europes-100-billion-euro-fcas-fighter-program-might-split-into-two-fighters\/\" rel=\"nofollow noopener\" target=\"_blank\">FCAS<\/a>) <a href=\"https:\/\/nationalsecurityjournal.org\/europes-100-billion-euro-fcas-fighter-program-might-split-into-two-fighters\/\" rel=\"nofollow noopener\" target=\"_blank\">program<\/a>, should that option be available.\n<\/p>\n<p>The tripartite consortium, made up of France, Germany, and Spain, has been plagued of late by disagreements over what <a href=\"https:\/\/dgap.org\/de\/forschung\/publikationen\/fcas-ngf-ein-ausweg-aus-der-sackgasse\" rel=\"nofollow noopener\" target=\"_blank\">FCAS<\/a> should be and what it should do.\n<\/p>\n<p>But rent asunder by differing requirements, the future of <a href=\"https:\/\/www.airbus.com\/en\/products-services\/defence\/future-combat-air-system-fcas\" rel=\"nofollow noopener\" target=\"_blank\">FCAS<\/a> appears to be up in the air \u2014 even if the aircraft that program would like to develop is not.<\/p>\n<p>Speaking at an event hosted by Airbus, <a href=\"https:\/\/www.airbus.com\/en\/about-us\/our-governance\/michael-schoellhorn\" rel=\"nofollow noopener\" target=\"_blank\">Mike Schoellhorn<\/a>, the head of <a href=\"https:\/\/www.airbus.com\/en\/products-services\/defence\" rel=\"nofollow noopener\" target=\"_blank\">Airbus Defense &amp; Space<\/a>, explained that a reset of the program might be necessary to align the goals of all three <a href=\"https:\/\/nationalsecurityjournal.org\/fcas-france-and-germanys-version-of-the-f-47-ngad-is-now-circling-the-drain\/\" rel=\"nofollow noopener\" target=\"_blank\">partners<\/a>.\n<\/p>\n<p>When conceived in 2017, the Future Combat Air System\u2019s main goal was ultimately to field a sixth-generation, entirely European-designed fighter that would replace a number of older, fourth-generation fighters in the French, German, and Spanish fleets. But as the FCAS program has matured, several major, seemingly irreconcilable differences have reared their heads, threatening not total derailment but a greatly altered <a href=\"https:\/\/www.hensoldt.net\/programs\/fcas-fcms\" rel=\"nofollow noopener\" target=\"_blank\">FCAS<\/a> plan.\n<\/p>\n<p>Differing Requirements<\/p>\n<p>Of the three <a href=\"https:\/\/uk.leonardo.com\/en\/fcas\" rel=\"nofollow noopener\" target=\"_blank\">FCAS<\/a> partners, France is the only member with an aircraft carrier in service and, consequently, naval <a href=\"https:\/\/nationalsecurityjournal.org\/fcas-6th-generation-fighter-collapse-looks-more-and-more-likely\/\" rel=\"nofollow noopener\" target=\"_blank\">aviation<\/a>.\n<\/p>\n<p>And while Germany participates in <a href=\"https:\/\/www.nato.int\/en\/what-we-do\/deterrence-and-defence\/natos-nuclear-deterrence-policy-and-forces\" rel=\"nofollow noopener\" target=\"_blank\">NATO\u2019s nuclear sharing agreement<\/a>, and could, in a time of crisis, deliver American nuclear weapons to an adversary, France is again the only of the three FCAS members with an explicit nuclear weapons delivery requirement.\n<\/p>\n<p>Lacking an aircraft carrier and thus the requirement that whatever kind of fighter emerges from the <a href=\"https:\/\/www.youtube.com\/playlist?list=PLVwi8znytoZKK9LIcWpIKsvfTGqbX93_r\" rel=\"nofollow noopener\" target=\"_blank\">FCAS program<\/a> be navalized, Spain and Germany, on the other hand, appear intent on building an air superiority <a href=\"https:\/\/nationalsecurityjournal.org\/the-fcas-fighter-might-already-be-past-the-breaking-point\/\" rel=\"nofollow noopener\" target=\"_blank\">fighter<\/a>.\n<\/p>\n<p>But extensive compromises on what the FCAS fighter is capable of risk both increasing program costs and producing a fighter that struggles to meet project requirements.<\/p>\n<p>Changing Times<\/p>\n<p><a href=\"https:\/\/www.airbus.com\/en\/about-us\/our-governance\/guillaume-faury\" rel=\"nofollow noopener\" target=\"_blank\">Guillaume Faury<\/a>, <a href=\"https:\/\/www.airbus.com\/en\" rel=\"nofollow noopener\" target=\"_blank\">Airbus<\/a> Chief Executive Officer, characterized the FCAS requirements as out of step and conceived before the war in Ukraine.\n<\/p>\n<p>According to Faury, the ongoing war in Ukraine has revealed that \u201ca number of assumptions\u2026 [about FCAS] are no longer valid today.\u201d\n<\/p>\n<p>One of the core issues, Faury said, is that having three partners on the <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/airbus-ceo-says-fcas-project-working-well-outside-core-fighter-2026-05-20\/\" rel=\"nofollow noopener\" target=\"_blank\">FCAS<\/a> project forced compromises in order to \u201cget to a product at a minimum cost.\u201d<\/p>\n<p>But now that the risk of war has substantially increased since the FCAS parameters are set, \u201cthe specifications become more important\u201d than simply ensuring costs remain low.\n<\/p>\n<p>\u201cI think it\u2019s better to face the difficulties and the realities of what will come in the next decade for FCAS now rather than correct it later when we have gone a long way forward,\u201d Faury added.\n<\/p>\n<p>Hope Springs Eternal<\/p>\n<p>Schoellhorn remained bullish on the <a href=\"https:\/\/new.diehl.com\/defence\/de\/produkte\/fcas\" rel=\"nofollow noopener\" target=\"_blank\">Future Combat Air System<\/a> prospects, at least outwardly, going so far as to raise the prospect of FCAS ultimately yielding not one distinct fighter, but perhaps a pair of bespoke aircraft. \u201cI\u2019m supportive of finding a solution, and if the solution cannot be or would not be a one-fighter solution, then I support a two-fighter solution,\u201d Schoellhorn said, adding that cost increases would not \u201cbe by very much.\u201d\n<\/p>\n<p>Friction could stem from objections from France\u2019s <a href=\"https:\/\/www.dassault-aviation.com\/en\/\" rel=\"nofollow noopener\" target=\"_blank\">Dassault<\/a>, which has previously expressed a lack of confidence in the project. Schoellhorn acknowledged as much, saying that \u201cwhat it takes to do [a two-aircraft build] is the will to do it\u2026 [and it] has to be there politically and industrially.\u201d\n<\/p>\n<p>\u201cAll I am saying,\u201d Schoellhorn added, \u201cis that we have the will to do it and the will to make it happen.
