The visiting delegation, which held<br \/>\na series of high-level engagements in T\u00fcrkiye, was also received by<br \/>\nPresident Recep Tayyip Erdo\u011fan.<\/p>\n<p>The Spanish delegation, headed by Vice President Inmaculada<br \/>\nMontalb\u00e1n Huertas, visited T\u00fcrkiye on 15\u201316 June 2026 within the<br \/>\nframework of a mutual understanding reached during the Turkish<br \/>\nConstitutional Court\u2019s working visit to Spain in February 2026,<br \/>\nwhich envisaged the continuation of reciprocal exchanges.<\/p>\n<p>President Kadir \u00d6zkaya first met Vice President Huertas and her<br \/>\ndelegation in his office. This was followed by inter-delegation<br \/>\ntalks. The meetings were attended by Turkish Constitutional Court<br \/>\nVice Presidents Basri Ba\u011fc\u0131 and \u0130rfan Fidan, as well as judges<br \/>\nEngin Y\u0131ld\u0131r\u0131m, Recai Akyel, Y\u0131ld\u0131z Seferino\u011flu, Selahaddin Mente\u015f,<br \/>\nY\u0131lmaz Ak\u00e7il, \u00d6mer \u00c7\u0131nar, Metin K\u0131ratl\u0131, and Secretary-General<br \/>\nMurat Azakl\u0131. Discussions focused on potential areas of<br \/>\ncooperation, best practice examples, and the exchange of<br \/>\ninstitutional experience.<\/p>\n<p>In his remarks, \u00d6zkaya expressed satisfaction with the growing<br \/>\nstrength of relations between the two courts in recent years,<br \/>\nstating that this cooperation reflects the deep-rooted friendship<br \/>\nand partnership between T\u00fcrkiye and Spain in the field of<br \/>\nconstitutional justice. He emphasized that joint efforts within the<br \/>\nframework of the World Conference on Constitutional Justice and the<br \/>\nConference of European Constitutional Courts, guided by shared<br \/>\nvalues and objectives, have played an important role in<br \/>\nstrengthening institutional ties.<\/p>\n<p>Recalling that T\u00fcrkiye introduced its individual application<br \/>\nmechanism in 2012, \u00d6zkaya noted that European experiences were<br \/>\nexamined during its establishment, with Spain\u2019s constitutional<br \/>\ncomplaint system serving as one of the key reference models. He<br \/>\nstressed that over time, the individual application system has<br \/>\nbecome a fundamental component of the Turkish constitutional order,<br \/>\nsignificantly contributing to the protection of fundamental rights<br \/>\nand freedoms and the strengthening of the rule of law.<\/p>\n<p>Highlighting that T\u00fcrkiye and Spain share common values under<br \/>\nthe European Convention on Human Rights framework, \u00d6zkaya stated:<br \/>\n\u201cOur shared commitments to protecting human dignity, safeguarding<br \/>\nfundamental rights and freedoms, and strengthening the rule of law<br \/>\ncontinue unabated. In this regard, the jurisprudence of the<br \/>\nEuropean Court of Human Rights (ECtHR) has had a decisive influence<br \/>\non both Turkish and Spanish legal systems. Our constitutional<br \/>\ncourts serve as a bridge between the ECtHR and national legal<br \/>\norders. The use of ECtHR principles in interpreting and applying<br \/>\nconstitutional guarantees related to fundamental rights makes a<br \/>\nmeaningful contribution to the strengthening of a common European<br \/>\nlegal space.\u201d<\/p>\n<p>\u00d6zkaya further described the Spanish Constitutional Court as one<br \/>\nof the most respected institutions of constitutional adjudication,<br \/>\nnoting its internationally recognized contribution to human rights<br \/>\nprotection, the rule of law, and the development of democratic<br \/>\nconstitutional order.<\/p>\n<p>Referring to current global challenges, \u00d6zkaya emphasized that<br \/>\nwars, conflicts, and humanitarian crises once again highlight the<br \/>\nimportance of protecting human rights. He stated: \u201cIn particular,<br \/>\nin the face of the severe humanitarian tragedy currently unfolding<br \/>\nin Palestine, it is of great importance that strong emphasis is<br \/>\nplaced on international law, human rights, and the protection of<br \/>\ncivilians. In this context, we closely follow and appreciate<br \/>\nSpain\u2019s and Spanish legal circles\u2019 sensitivity toward the<br \/>\nprotection of international law and human rights. Every effort to<br \/>\ndefend universal legal values contributes to building a more just<br \/>\nand peaceful world.\u201d<\/p>\n<p>Drawing attention to contemporary issues such as digital<br \/>\ntransformation, artificial intelligence technologies, personal data<br \/>\nprotection, freedom of expression, and environmental rights, \u00d6zkaya<br \/>\nunderlined that these developments have made cooperation between<br \/>\nconstitutional courts more important than ever. Referring to the<br \/>\nnewly signed agreement, he said:<\/p>\n<p>\u201cWe regard this cooperation agreement not only as a document<br \/>\naimed at enhancing institutional collaboration between our two<br \/>\ncourts, but also as a strong expression of our shared commitment to<br \/>\ndemocracy, human rights, the rule of law, and the ideal of<br \/>\nuniversal justice. I believe this agreement will enhance the<br \/>\nexchange of knowledge and experience, encourage joint scientific<br \/>\nand academic work, strengthen professional relations between our<br \/>\njudges and rapporteurs, and further deepen the friendship between<br \/>\nour institutions.\u201d<\/p>\n<p>Vice President Inmaculada Montalb\u00e1n Huertas expressed her<br \/>\nsatisfaction at being in T\u00fcrkiye, thanking the Constitutional Court<br \/>\nfor its hospitality. She noted that reciprocal visits between the<br \/>\ntwo constitutional courts would further strengthen existing ties<br \/>\nand friendly relations. She emphasized that such exchanges provide<br \/>\nvaluable opportunities for sharing experience and significantly<br \/>\ncontribute to the development of constitutional justice.<\/p>\n<p>Huertas also underlined that the friendly relations between<br \/>\nT\u00fcrkiye and Spain positively influence judicial dialogue and<br \/>\ncooperation. She expressed confidence that the cooperation<br \/>\nagreement would elevate institutional relations to a higher level,<br \/>\nadding that maintaining constructive dialogue with the Turkish<br \/>\nConstitutional Court is a priority. She concluded by expressing<br \/>\nhope that strong ties between the two countries would continue<br \/>\nthrough joint projects and reciprocal visits.<\/p>\n<p>Following the talks, technical working sessions were held<br \/>\nfocusing on the exchange of knowledge and experience. In sessions<br \/>\ntitled \u201cConstitutional Complaint Mechanism\u201d and \u201cConstitutional<br \/>\nJurisdictional Conflicts and Resolution Procedures,\u201d presentations<br \/>\nwere delivered by Vice President Basri Ba\u011fc\u0131, Judge Engin Y\u0131ld\u0131r\u0131m,<br \/>\nand Spanish Constitutional Court members Mar\u00eda Luisa Segoviano<br \/>\nAstaburuaga and Jos\u00e9 Mar\u00eda Mac\u00edas Casta\u00f1o.<\/p>\n<p>During the visit, a bilateral cooperation agreement was signed<br \/>\nwith the aim of enhancing cooperation and dialogue between the two<br \/>\nconstitutional courts and promoting the exchange of knowledge and<br \/>\nexperience.<\/p>\n<p>\u00d6zkaya described the agreement as a natural outcome of the<br \/>\nconstructive dialogue initiated in Madrid in February 2026 and as a<br \/>\nnew phase in institutional relations, stressing its value in<br \/>\nstrengthening the fundamental principles of constitutional justice.<br \/>\nVice President Huertas also expressed her belief that the agreement<br \/>\nwould reinforce cooperation between the courts and contribute<br \/>\nsignificantly to the protection of the rule of law and fundamental<br \/>\nrights and freedoms.<\/p>\n<p>President Recep Tayyip Erdo\u011fan received Vice President<br \/>\nInmaculada Montalb\u00e1n Huertas and the accompanying delegation at the<br \/>\nPresidential Complex in Ankara, upon invitation from the Turkish<br \/>\nConstitutional Court.
