It also highlights Telefónica’s role in a strategic domain that is closely linked to strengthening the technological sovereignty that the European Union seeks to consolidate.

Tactical interoperability and advanced communications in a defence exercise in Slovakia

Security and information management are strategic and distinctive capabilities of Telefónica. The Spanish Armed Forces continue to move towards a fully multi-domain, multi-organisation and interoperable operational model, in which the ability to share information in real time between units, platforms and agencies is just as important as the systems deployed on the ground themselves. In this context, the recent exercise organised by the Defence Staff (EMAD) has highlighted the critical importance of secure, interoperable and resilient communications as a key enabler of modern operations.

The exercise, attended by the by the Chief of the Defence (CHOD), and various NATO officials, took place at the Lest military base in Slovakia between 1 and 9 June.

Photo: Technological deployment at the Lest military base

Within this context, Telefónica played a significant role by providing two technological capabilities that reinforce the digital transformation of military operations: the Secret-T multi-connectivity suite and the ARMESTO WEB information management platform.

Secret-T: secure end-to-end communications for multi-domain combat

One of the main challenges of any joint operation is ensuring that all participants can communicate securely, regardless of the network or technology they are using. In today’s operational environments, tactical private networks, legacy military infrastructure, narrowband radio systems and public broadband networks coexist, creating significant interoperability challenges; particularly when civilian organisations need to be integrated into a multifunctional environment.

To address this need, Telefónica deployed its Secret-T solution, a multi-connectivity suite that provides secure end-to-end communications via an OTT (Over-The-Top) architecture independent of the underlying infrastructure.

Thanks to this capability, it was possible to integrate the following within a single operational environment:

– Broadband and narrowband communications

– Private and public networks.

– Users deployed across different operational domains

– Voice, messaging, geolocation, data exchange and tactical coordination services under a unified model.

The result is a resilient and adaptable communications capability that ensures operational continuity even when environmental conditions or network availability change. This approach is fully in line with the principles of interoperability, mobility and scalability required by modern military operations.

ARMESTO WEB: the Spanish equivalent of the DELTA system used by the Ukrainian Armed Forces

Collaboration between actors that contribute diverse capabilities and knowledge is a key factor in accelerating the development of advanced solutions. Alongside Ravenloop, Telefónica contributed ARMESTO WEB; an advanced platform that enables the centralised or distributed management of users, permissions and applications, integrating with solutions from multiple providers and external directories.

Its flexible architecture allows it to operate in both on-premises and cloud environments, in synchronous or asynchronous mode, ensuring operational continuity in any scenario. Furthermore, it offers multi-device and multi-operating system access, enabling operators, commanders and deployed units to share information and maintain a common operational picture in real time.

Its functionality is comparable to that of the DELTA system used by the Ukrainian armed forces, representing a Spanish-developed alternative that provides technological sovereignty and the ability to adapt to the specific requirements of the Armed Forces.

Towards a hyper-connected Joint Force

The combination of Secret-T and ARMESTO WEB demonstrates how the convergence of advanced telecommunications and command and control systems is enabling the evolution towards a Joint Force that is more connected, interoperable and prepared to operate in complex scenarios.

Telefónica’s contribution to this exercise is not limited to providing connectivity. Its contribution has consisted of creating a layer of interoperability that links heterogeneous technologies, facilitates collaboration between different actors and ensures that critical information reaches those who need it securely, when they need it.

In a context where information superiority has become a decisive factor, solutions such as Secret-T and ARMESTO WEB represent a step forward towards Armed Forces that are more digital, more resilient and fully prepared for the challenges of the 21st-century multi-domain environment.

Innovation, collaboration and technological sovereignty

Hybrid threats have become a day-to-day reality that our societies face with increasing frequency. As highlighted in various European analyses, the defence and security of the continent begin with networks. Telecommunications operators play a strategic role, as they are responsible for deploying and operating secure, resilient and interoperable networks that are essential for society.

The Defence Omnibus, recently adopted in June 2026, reflects the European intention to develop a simplification framework aimed at facilitating the strengthening of Europe’s industrial defence capabilities.
