MADRID, June 25 (Reuters) – Spain will require mobile operators to keep at least four hours \u200cof network coverage for most of the population \u200cin case of power outages under a new decree to be \u200bapproved before year-end, Digital Transformation Minister Oscar Lopez announced on Thursday.<\/p>\n
\u2022 Mobile networks went down across Spain during a crippling blackout in April 2025 that affected \u200cPortugal and Spain.<\/p>\n
\u2022 Coverage \u2060will be phased in over three years: half of Spain’s population to be covered \u2060in the first year, 65% in the second, and 75% by year three.<\/p>\n
\u2022 The minister did not provide \u200bcost estimates \u200bof the plan that \u200bwould involve installing batteries \u200cor other power back-up systems throughout the mobile communications infrastructure.<\/p>\n
\u2022 The rules apply to telecoms operators and digital infrastructure providers \u2014 including submarine cables, satellite systems, data centres and internet exchange points \u2014 serving more than 500,000 \u200cusers or generating more than \u20ac50 \u200bmillion ($56.80 million) in annual revenue.<\/p>\n
\u2022 \u200bMid-tier network management centres \u200bmust remain operational for at least \u200c12 hours without power; top-tier \u200bcontrol centres, whose \u200bfailure could affect the entire country, must guarantee 24 hours of operability.<\/p>\n
\u2022 Emergency call centres must \u200bdraw up \u200csecurity and resilience plans, with backup communication channels, \u200bunder the decree.<\/p>\n
