{"id":52623,"date":"2026-07-09T15:53:58","date_gmt":"2026-07-09T15:53:58","guid":{"rendered":"https:\/\/www.europesays.com\/spain\/52623\/"},"modified":"2026-07-09T15:53:58","modified_gmt":"2026-07-09T15:53:58","slug":"trump-can-halt-spain-trade-with-ieepa-reciprocal-tariffs-law-greer","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/spain\/52623\/","title":{"rendered":"Trump can halt Spain trade with IEEPA, &#8216;reciprocal&#8217; tariffs law: Greer"},"content":{"rendered":"<p>U.S. President Donald Trump meets with Volodymyr Zelenskyy, President of Ukraine (Not Shown) for bilateral talks at Be\u015ftepe Presidential Compound during the NATO Summit on July 08, 2026 in Ankara, Turkey. <\/p>\n<p>Win Mcnamee | Getty Images<\/p>\n<p>Americans may not need to start panic-buying Ib\u00e9rico ham \u2014 yet.<\/p>\n<p>President <a href=\"https:\/\/www.cnbc.com\/donald-trump\/\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump<\/a> may not follow through on his demand for the U.S. to completely <a href=\"https:\/\/www.cnbc.com\/2026\/07\/08\/trump-spain-nato-trade-summit.html\" rel=\"nofollow noopener\" target=\"_blank\">sever trade<\/a> with <a href=\"https:\/\/www.cnbc.com\/2026\/07\/08\/trump-iran-nato-summit-war-hormuz-strait.html\" rel=\"nofollow noopener\" target=\"_blank\">Spain<\/a> \u2014 but he could if he wanted to, using the <a href=\"https:\/\/www.cnbc.com\/2026\/02\/20\/supreme-court-trump-tariffs-ruling.html\" rel=\"nofollow noopener\" target=\"_blank\">same law<\/a> behind his failed &#8220;<a href=\"https:\/\/www.cnbc.com\/2026\/04\/21\/trump-says-hell-remember-companies-that-dont-seek-tariff-refund.html\" rel=\"nofollow noopener\" target=\"_blank\">reciprocal&#8221; tariffs<\/a>, U.S. Trade Representative Jamieson Greer said Thursday.<\/p>\n<p>Even though Spain is a member of the <a href=\"https:\/\/www.cnbc.com\/european-union\/\" rel=\"nofollow noopener\" target=\"_blank\">European Union<\/a>, Trump could single it out using the International Emergency Economic Powers Act, or IEEPA, Greer told reporters at the White House.<\/p>\n<p>The law <a href=\"https:\/\/www.congress.gov\/crs-product\/R45618\" target=\"_blank\" rel=\"nofollow noopener\">empowers the president<\/a> to impose certain economic sanctions in response to a declared <a href=\"https:\/\/www.cnbc.com\/2025\/03\/04\/trump-tariffs-china-mexico-canada-presidential-authority.html\" rel=\"nofollow noopener\" target=\"_blank\">national emergency<\/a>. Trump asserted that the law authorized him to impose individualized tariff rates on nearly every country, but the Supreme Court in February struck down those import duties.  <\/p>\n<p>&#8220;Everyone has heard of IEEPA, famously in connection with our, our tariffs over the past year, but the reality is, IEEPA has been in place for many decades,&#8221; Greer said Thursday.<\/p>\n<p>&#8220;It is currently an authority that is used to limit trade with places like North Korea,&#8221; Greer explained. <\/p>\n<p>He said that even though the Supreme Court found IEEPA did not support Trump&#8217;s tariffs, its ruling &#8220;highlighted that IEEPA clearly says you can prohibit trade, you can do certain things.&#8221;<\/p>\n<p>But the trade official stressed that while Trump &#8220;for sure can&#8221; take that step, he may no longer want to.<\/p>\n<p>That&#8217;s because Trump and Spanish Prime Minister Pedro S\u00e1nchez recently had a &#8220;good meeting&#8221; to discuss &#8220;core issues about payment,&#8221; Greer said.  <\/p>\n<p>&#8220;I&#8217;ve heard positive developments on that front on Spain,&#8221; he said.<\/p>\n<p>That would be a major shift from just a day earlier, when Trump, clearly angry with Spain&#8217;s resistance to boosting its defense spending as part of NATO, abruptly declared he was done dealing with the country in any way.<\/p>\n<p>&#8220;Spain is a terrible partner in NATO. They don&#8217;t participate. They don&#8217;t pay. I don&#8217;t want anything to do with Spain,&#8221; Trump said during a media appearance at a NATO summit in Ankara, Turkey.<\/p>\n<p>Top exports from Spain to the U.S. include refined petroleum, pharmaceuticals and electrical transformers, according to the <a href=\"https:\/\/oec.world\/en\/profile\/bilateral-country\/esp\/partner\/usa\" target=\"_blank\" rel=\"nofollow noopener\">Observatory of Economic Complexity<\/a>.<\/p>\n<p>Read more CNBC politics coverage<\/p>\n<p>&#8220;Cut off all trade with Spain, please, including visits,&#8221; said Trump, who was seated next to NATO Secretary-General Mark Rutte.<\/p>\n<p>Trump has demanded that all NATO allies raise their defense spending to 5% of their gross domestic product to spread the alliance&#8217;s cost burdens more evenly. Most of the members have agreed to raise their spending targets \u2014 but Spain has <a href=\"https:\/\/apnews.com\/article\/spain-nato-spending-increase-f9d105eb41d708acc78356599032b95a\" target=\"_blank\" rel=\"nofollow noopener\">rejected<\/a> the NATO proposal as &#8220;unreasonable.&#8221;<\/p>\n<p>Trump himself softened his tone toward Spain after departing Turkey.<\/p>\n<p>&#8220;I did have issues, and I still do, but Spain came back all the way today. Spain was very generous today,&#8221; Trump told reporters on Air Force One on the way back to the U.S.<\/p>\n<p>Asked what Spain did to get back in his good graces, Trump, after a pause, said the country &#8220;honored a request for lots of payments.&#8221;<\/p>\n<p>It was unclear what Spain had specifically agreed to, if anything. Spain&#8217;s U.S. embassy did not immediately respond to CNBC&#8217;s request for comment on the remarks from Trump and Greer.<\/p>\n<p>This week wasn&#8217;t the first time this year that Trump and S\u00e1nchez have butted heads.
