Labraza will be the region’s first wind farm to enter operation since 2006.

Located in the municipality of Oion, the project will have 40 MW of installed capacity. Total investment is expected to reach €59 million.

Once operational, the wind farm will generate nearly 100,000 MWh of renewable electricity each year. That is enough to supply around 75,000 people.

The project is also expected to avoid approximately 16,300 tonnes of CO₂ emissions annually.

EIB financing supports regional energy security

The €29 million green loan gives Iberdrola España and the Basque Energy Agency, known as EVE, additional capital to advance construction.

The financing also aligns with wider regional efforts to increase renewable generation and electrification. Basque policymakers are seeking to strengthen energy security while supporting domestic industrial capacity.

Labraza has already been declared a project of public interest by the Department of Territorial Balance and Spatial Planning of the Provincial Council of Álava.

For the EIB, the financing extends its role in backing infrastructure that can reduce dependence on fossil fuels and strengthen European energy resilience.

The project also carries industrial relevance. Spain has an established wind manufacturing and engineering base, while the Basque Country has deep links to the sector through equipment suppliers and energy companies.

A new development after two decades of limited wind construction could therefore provide demand across the regional supply chain.

Local revenues and jobs form part of the model

Construction is expected to create around 100 jobs, primarily for local workers.

Nearby municipalities will also receive direct financial benefits. Local councils are expected to collect around €1.2 million when construction begins.

After that, the project is projected to generate approximately €230,000 in recurring annual revenues through taxes and concession fees.

Those payments strengthen the local economic case for renewable infrastructure, particularly as developers across Europe face greater scrutiny over land use and community participation.

RELATED ARTICLE: Iberdrola Advances Supply Chain Sustainability Training with UN Compact

Labraza also includes mechanisms that allow residents and businesses to participate more directly in the project’s economics.

A crowdlending scheme will enable local people to invest in the wind farm. Iberdrola España and EVE are also offering competitively priced renewable power purchase agreements to businesses in the surrounding area.

For companies, those PPAs could provide greater visibility over electricity costs while increasing access to locally generated renewable power.

The inclusion of investment opportunities and local power contracts reflects a broader shift in renewable energy development.

European projects increasingly need to demonstrate benefits beyond emissions reduction. Developers must also address local acceptance, affordability, employment and regional economic value.

Labraza combines several of those elements within a single investment structure.

For executives and investors, that approach matters as permitting and community opposition remain material risks across European renewable energy markets.

Projects that distribute economic benefits locally may be better positioned to build political and community support. They can also contribute to corporate decarbonisation by expanding the supply of renewable electricity available through PPAs.

The EIB financing adds institutional backing to that model while reducing the capital burden associated with the development.

For the Basque Country, Labraza will test whether new wind investment can regain momentum after a prolonged period without new operational projects.

Its significance therefore extends beyond 40 MW of capacity. The project links European public finance, regional energy security, industrial policy and community participation at a time when Europe needs faster renewable deployment without losing local support.

The ESG News Editorial Team is comprised of veteran financial journalists and sustainability analysts dedicated to providing real-time, objective reporting on global ESG regulations, climate finance, and corporate governance.
