Containing one of only two EU land borders with Africa, the Spanish territory is no stranger to African migrants seeking a better life. But this week\u2019s crossings appear to have reached an unprecedented scale, overwhelming local immigration services.<\/p>\n<p>\u201cThe situation that Ceuta is going through is absolutely unsustainable,\u201d Ceuta President Juan Jes\u00fas Vivas said on Friday, with Spanish Prime Minister <a href=\"https:\/\/x.com\/sanchezcastejon\/status\/2083158407679189165\" rel=\"nofollow\">Pedro S\u00e1nchez<\/a> calling it \u201can attack on Spain\u2019s territorial integrity.\u201d The total number of migrants who entered Ceuta on Thursday and Friday was roughly equal to 70 percent of the territory\u2019s entire population of around 85,000 people.<\/p>\n<p>As Spain deployed armed forces to Ceuta to try to restore order, Moroccan security forces violently clashed with migrants hoping to cross the border by sea and land. Some individuals <a href=\"https:\/\/apnews.com\/article\/spain-ceuta-migration-66839d113f24ba80d08b36d2b337201c\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> swimming several miles before being told to turn back, with local authorities firing tear gas, water cannons, and warning shots. At least 57 people died, including from drowning or stampedes.<\/p>\n<p>\u201cIt\u2019s a situation of absolute humanitarian and social emergency,\u201d Vivas told <a href=\"https:\/\/cadenaser.com\/nacional\/2026\/07\/30\/el-presidente-de-ceuta-ante-la-crisis-migratoria-es-una-situacion-de-absoluta-emergencia-humanitaria-y-social-cadena-ser\/\" rel=\"nofollow noopener\" target=\"_blank\">local media<\/a>, urging Madrid to declare a national emergency in Ceuta. Morocco has also urged its citizens to return home.<\/p>\n<p>The incident has sparked fierce outrage from EU lawmakers who have accused Spain of <a href=\"https:\/\/foreignpolicy.com\/2026\/04\/13\/spain-immigration-regularization-sanchez-europe\/\" rel=\"nofollow noopener\" target=\"_blank\">being an outlier<\/a> in European immigration policy. Unlike many EU countries, whose rising far-right parties have <a href=\"https:\/\/foreignpolicy.com\/2023\/11\/01\/the-far-right-is-winning-europes-immigration-debate\/\" rel=\"nofollow noopener\" target=\"_blank\">cracked down<\/a> on migration, left-leaning S\u00e1nchez has taken a different approach. This year, Madrid <a href=\"https:\/\/www.nytimes.com\/2026\/06\/30\/world\/europe\/spain-migrants-legal-status.html\" rel=\"nofollow noopener\" target=\"_blank\">announced<\/a> a law allowing more than 1 million undocumented migrants in the country to apply to formalize their status. S\u00e1nchez argued that the policy would bolster Spain\u2019s economy and address its aging population. But conservatives have criticized the prime minister for being too lenient, and they are now pointing to Ceuta as proof.<\/p>\n<p>The government of far-right Italian Prime Minister Giorgia Meloni <a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/07\/31\/italy-suspends-schengen-with-spain-over-ceuta-migrant-crisis-shuts-air-and-sea-borders\" rel=\"nofollow noopener\" target=\"_blank\">ordered<\/a> Rome on Friday to temporarily suspend its Schengen agreement with Spain over the migrant crisis, halting free movement across their air and sea borders. S\u00e1nchez denounced the decision, <a href=\"https:\/\/x.com\/sanchezcastejon\/status\/2083213292231635378?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E2083213292231635378%7Ctwgr%5Ef833a06b2326bb5652f2487b238874b8851457b8%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.euronews.com%2Fmy-europe%2F2026%2F07%2F31%2Fitaly-suspends-schengen-with-spain-over-ceuta-migrant-crisis-shuts-air-and-sea-borders\" rel=\"nofollow\">writing<\/a> on X, \u201cSolidarity and empathy are optional. Respect for European treaties and the facts is not.\u201d<\/p>\n<p>Some countries have defended Spain\u2019s policy decisions. \u201cThis crisis in Ceuta has nothing to do with the regularization of migrants adopted by the Government of Spain, as is being falsely claimed by some,\u201d French Interior Minister Laurent Nu\u00f1ez said, though he <a href=\"https:\/\/x.com\/NunezLaurent\/status\/2083225526366265621\" rel=\"nofollow\">noted<\/a> that France will increase its border protections with Spain.<\/p>\n<p>Yet many EU nations have taken Italy\u2019s side. \u201cSpain has completely failed to protect the external border of the Schengen area from incursions. This cannot continue,\u201d Finnish Interior Minister Mari Rantanen <a href=\"https:\/\/x.com\/MariPSRantanen\/status\/2083089130246787507\" rel=\"nofollow\">wrote<\/a> on X. \u201cAll European countries must support Meloni\u2019s proposal. Countries that do not fulfill their obligation to protect the external border cannot be members of Schengen.\u201d<\/p>\n<p>Today\u2019s Most Read<\/p>\n<p>What We\u2019re Following<\/p>\n<p>Board of Peace progress. U.S. President Donald Trump <a href=\"https:\/\/www.washingtonpost.com\/politics\/2026\/07\/30\/us-says-officials-reached-roadmap-hamas-disarmament-gaza\/\" rel=\"nofollow noopener\" target=\"_blank\">announced<\/a> on Thursday what has the potential to be a major milestone in Israel-Hamas peace talks. According to the White House, Hamas has agreed to completely disarm its forces, while Israel has vowed to withdraw its troops from Gaza. \u201cThis agreement is a critical step towards Gaza finally being governed by a new Palestinian government that will work closely with the Board of Peace to help the Palestinian people,\u201d Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/117011270507732212\" rel=\"nofollow noopener\" target=\"_blank\">wrote<\/a> on Truth Social.<\/p>\n<p>The agreement will be carried out in \u201ccarefully structured phases,\u201d Trump added, to allow the International Stabilization Force, a United Nations-mandated peacekeeping unit, to take responsibility for Gaza. Officials did not <a href=\"https:\/\/apnews.com\/article\/hamas-disarming-gaza-israel-trump-00bb7097ed6062b5a706471444709991?user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0&amp;utm_medium=Morning_Wire&amp;utm_source=Sailthru_AP&amp;utm_campaign=Morning%20Wire%20Friday%20Jul%2031%2C%202026&amp;utm_term=Morning%20Wire%20Subscribers\" rel=\"nofollow noopener\" target=\"_blank\">specify a timeline<\/a> for Hamas\u2019s disarmament or Israel\u2019s withdrawal, both of which were key conditions of Trump\u2019s <a href=\"https:\/\/foreignpolicy.com\/2025\/09\/29\/trump-netanyahu-peace-plan-us-israel-hamas-war-gaza\/\" rel=\"nofollow noopener\" target=\"_blank\">20-point peace plan<\/a>.<\/p>\n<p>Actually taking the first step, though, <a href=\"https:\/\/foreignpolicy.com\/2026\/05\/05\/trump-gaza-peace-plan-hamas-disarmament-stalled\/\" rel=\"nofollow noopener\" target=\"_blank\">may not be as easy<\/a> as Trump\u2019s suggests. A senior Hamas official told <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/israel-must-approve-disarmament-agreement-before-hamas-will-implement-says-hamas-2026-07-31\/\" rel=\"nofollow noopener\" target=\"_blank\">Reuters<\/a> on Friday that the militant group will only disarm if Israel first commits \u201cto stopping the killing \u2060and ending its attacks.\u201d Israeli forces have continued to <a href=\"https:\/\/www.nytimes.com\/2026\/07\/29\/world\/israel-strikes-mosque-gaza-city.html\" rel=\"nofollow noopener\" target=\"_blank\">sporadically target<\/a> Gaza over the past year. Meanwhile, an Israeli official said that the country will not withdraw its troops \u201cunless Hamas undergoes a genuine disarmament.\u201d<\/p>\n<p>FIFA\u2019s implosion. A senior advisor to FIFA President Gianni Infantino <a href=\"https:\/\/www.reuters.com\/sports\/soccer\/fifa-proceed-with-consultation-process-over-stake-sale-plans-2026-07-31\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=073126&amp;lctg=607f1056abd4f461f466319b&amp;user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0\" rel=\"nofollow noopener\" target=\"_blank\">resigned<\/a> on Friday to protest the organization\u2019s decision to sell stakes in future World Cup profits to <a href=\"https:\/\/foreignpolicy.com\/2026\/06\/11\/fifa-2026-world-cup-expensive-betrays-soccer-football-fans-roots\/\" rel=\"nofollow noopener\" target=\"_blank\">private investors<\/a>. \u201cIt is a bad deal for FIFA\u2019s Member Associations, a bad deal for football, and a bad deal for the long-term future of the game,\u201d Carlos Cordeiro, who represented FIFA on the White House task force for the 2026 Men\u2019s World Cup, said in a statement.<\/p>\n<p>On Tuesday, FIFA\u2014soccer\u2019s global governing body\u2014<a href=\"https:\/\/inside.fifa.com\/organisation\/media-releases\/intends-expand-football-development-funding-usd-10-billion-subject-approval-member-associations\" rel=\"nofollow noopener\" target=\"_blank\">unveiled plans<\/a> to allow private equity groups to buy minority stakes in the World Cup and other soccer-related events, such as the Club World Cup. The investment group would be led by Thrive Eternal, a permanent capital holding firm founded by Joshua Kushner (brother of Jared Kushner, Trump\u2019s son-in-law).<\/p>\n<p>UEFA and Concacaf, the organizations governing European and North and Central American soccer, respectively, quickly <a href=\"https:\/\/www.cnbc.com\/2026\/07\/31\/fifa-world-cup-private-equity-sports.html\" rel=\"nofollow noopener\" target=\"_blank\">denounced<\/a> the proposal. \u201cThe World Cup cannot be treated as an investment product,\u201d UEFA said in a <a href=\"https:\/\/www.uefa.com\/news-media\/news\/02a7-213a92896eb0-54dfbf454e3b-1000--statement-on-behalf-of-uefa-and-its-55-national-associations\/\" rel=\"nofollow noopener\" target=\"_blank\">statement<\/a>. \u201cNo part of it should ever be surrendered to private investors. The U.S. Justice Department <a href=\"https:\/\/thehill.com\/regulation\/court-battles\/5999183-doj-alien-terrorist-removal-court-case\/\" rel=\"nofollow noopener\" target=\"_blank\">convened<\/a> a hearing of the Alien Terrorist Removal Court on Thursday for the first time since the obscure body was created 30 years ago. The court was initially created to expedite the removal of noncitizens suspected of terrorism. Its use this week signals the Trump administration\u2019s efforts to explore new avenues to crack down on immigration.<\/p>\n<p>Prosecutors are seeking to deport <a href=\"https:\/\/www.nytimes.com\/2026\/07\/30\/us\/doj-isis-alien-terrorist-removal-court.html\" rel=\"nofollow noopener\" target=\"_blank\">Nazira Haji Zada<\/a>, an Afghan woman and lawful permanent U.S. resident living in Texas. They have accused Zada of supporting the Islamic State and helping to conceal a failed Election Day mass shooting in 2024. Although Zada\u2019s son and son-in-law pleaded guilty to related charges last year, she has not been charged with any crimes.<\/p>\n<p>The Justice Department maintains that it cannot disclose the evidence against her, as much of it is classified.
