{"id":65250,"date":"2026-08-03T16:10:19","date_gmt":"2026-08-03T16:10:19","guid":{"rendered":"https:\/\/www.europesays.com\/spain\/65250\/"},"modified":"2026-08-03T16:10:19","modified_gmt":"2026-08-03T16:10:19","slug":"spains-ceuta-mass-migration-sparks-eu-schengen-row-the-legal-reality-behind-the-rhetoric-euobserver","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/spain\/65250\/","title":{"rendered":"Spain\u2019s Ceuta mass migration sparks EU Schengen row: the legal reality behind the rhetoric \u2013 EUobserver"},"content":{"rendered":"<p class=\"wp-block-paragraph\">The mass crossing of migrants into Spain\u2019s small North African enclave has prompted EU anti-migrant rhetoric and calls to suspend the bloc\u2019s border-free Schengen \u2013 despite fragile legal justifications.<\/p>\n<p class=\"wp-block-paragraph\">Ceuta and Melilla, on Africa\u2019s north coast, are autonomous Spanish cities that often receive migrant arrivals, including a wave of <a href=\"https:\/\/euobserver.com\/230915\/mass-sea-crossings-to-spains-ceuta-enclave-prompt-eu-anti-migrant-panic\/\" data-type=\"link\" data-id=\"https:\/\/euobserver.com\/230915\/mass-sea-crossings-to-spains-ceuta-enclave-prompt-eu-anti-migrant-panic\/\" rel=\"nofollow noopener\" target=\"_blank\">over 60,000 swimmers from Morocco<\/a> last week.<\/p>\n<p class=\"wp-block-paragraph\">The Spanish authorities have since deployed the military to Ceuta\u2019s coastal city of 83,500 residents.<\/p>\n<p class=\"wp-block-paragraph\">Borders to both cities are patrolled by Spanish and Moroccan authorities alike, resulting in the swift return of over 48,000 migrants within 48 hours of arrival.<\/p>\n<p class=\"wp-block-paragraph\">Many EU member states have expressed concern due to a common border area with Spain, since signatories to the 1991 Schengen agreement, including all EU and associated countries like Iceland, Liechtenstein, Norway and Switzerland, would theoretically be exposed to arrivals from Spain.<\/p>\n<p><a href=\"https:\/\/euobserver.com\/230915\/mass-sea-crossings-to-spains-ceuta-enclave-prompt-eu-anti-migrant-panic\/\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"400\" src=\"https:\/\/www.europesays.com\/spain\/wp-content\/uploads\/2026\/08\/041225-Sanchez-Reunion-Alto-Nivel-Marruecos9-600x400.jpg\" class=\"attachment-thumbnail size-thumbnail wp-post-image\" alt=\"\"  \/><\/a><\/p>\n<p class=\"wp-block-paragraph\">The Schengen area guarantees the world\u2019s largest area of free movement, with 450 million citizens of the EU and associated countries enjoying the right to cross internal borders without needing to show their passports.<\/p>\n<p>How does Schengen work? Why is Ceuta not part of the Schengen Area?<\/p>\n<p class=\"wp-block-paragraph\">Countries including Finland, the Czech Republic, and Denmark called for the closure of the EU\u2019s Schengen borders with Spain in light of the Ceuta crisis migrants, while Italian prime minister Giorgia Meloni moved to suspend Rome\u2019s air and sea frontiers with Spain.<\/p>\n<p class=\"wp-block-paragraph\">However, Spain\u2019s autonomous cities are party to a unique set of Schengen rules.
