The surge was smaller and more temporary than the president\u2019s language suggested, its causes remain contested, and Morocco\u2019s cooperation proved crucial to ending it.<\/p>\n<p class=\"paragraph | gutter_20_0\">All the same, what we know about Ceuta reveals more than another cautionary tale about an open border. It shows how migration itself becomes a vehicle for misinformation, diplomatic leverage, and electoral fear.<\/p>\n<p class=\"paragraph | gutter_20_0\">Tens of thousands of people managed to cross from Morocco into Ceuta by land and sea in a matter of hours. But that mass movement reversed almost as quickly: <a href=\"https:\/\/www.nytimes.com\/live\/2026\/07\/31\/world\/spain-ceuta-migrants-morocco?unlocked_article_code=1.2lA.Nyj3.6o6k86ENACWY&amp;smid=url-share\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.nytimes.com\/live\/2026\/07\/31\/world\/spain-ceuta-migrants-morocco?unlocked_article_code=1.2lA.Nyj3.6o6k86ENACWY&amp;smid=url-share\">About 48,000 of those who had entered returned<\/a> within a day or two.<\/p>\n<p class=\"paragraph | gutter_20_0\">That quick return helps dispel perhaps the biggest myth about the surge into Ceuta. This was not quite the territorial invasion Trump conveyed.<\/p>\n<p class=\"paragraph | gutter_20_0\">\u201cYou\u2019ve got this real disjuncture between the limited practical impact of what happened [in Ceuta] and this enormous sense of vulnerability,\u201d <a href=\"https:\/\/www.migrationpolicy.org\/person\/andrew-selee\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.migrationpolicy.org\/person\/andrew-selee\">Andrew Selee<\/a>, president of the Migration Policy Institute, a Washington, D.C.-based nonpartisan think tank that focuses on global migration, told me in an interview. \u201cIn terms of practical impact, it had very little.\u201d<\/p>\n<p class=\"paragraph | gutter_20_0\">Not to minimize the horrific loss of life, but this point is worth making: The scale of the initial rush was extraordinary but so was its brevity.<\/p>\n<p class=\"paragraph | gutter_20_0\">Which begs an important question, why and how did so many people move at once? The simplistic explanations offered by politicians obscure a more complicated confluence of factors. <\/p>\n<p class=\"paragraph | gutter_20_0\">First, an official data point that highlights the economic desperation in Morocco: <a href=\"https:\/\/www.reuters.com\/world\/europe\/social-media-rumours-economic-hardship-fuel-migrant-surge-into-ceuta-2026-07-31\/#:~:text=A%20quarter%20of%20Moroccans%20aged%20between%2015%20and%2024%20are%20not%20in%20education%2C%20employment%20or%20training%2C%20%E2%81%A0official%20data%20show\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.reuters.com\/world\/europe\/social-media-rumours-economic-hardship-fuel-migrant-surge-into-ceuta-2026-07-31\/#:~:text=A%20quarter%20of%20Moroccans%20aged%20between%2015%20and%2024%20are%20not%20in%20education%2C%20employment%20or%20training%2C%20%E2%81%A0official%20data%20show\">One-quarter of Moroccans aged 15 to 24<\/a> are neither working nor enrolled in school or training. Second, <a href=\"https:\/\/www.moroccoworldnews.com\/2026\/08\/332753\/el-pais-deleted-tiktok-posts-by-anonymous-accounts-sparked-ceuta-mass-crossings\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.moroccoworldnews.com\/2026\/08\/332753\/el-pais-deleted-tiktok-posts-by-anonymous-accounts-sparked-ceuta-mass-crossings\/\">social media posts<\/a> reportedly <a href=\"https:\/\/www.reddit.com\/r\/spain\/comments\/1vcnw95\/a_migrant_who_arrived_in_ceuta_says_it_was_being\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.reddit.com\/r\/spain\/comments\/1vcnw95\/a_migrant_who_arrived_in_ceuta_says_it_was_being\/\">misled people<\/a> with <a href=\"https:\/\/www.cnn.com\/2026\/08\/01\/europe\/spain-morocco-migrants-intl\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.cnn.com\/2026\/08\/01\/europe\/spain-morocco-migrants-intl\">incorrect information<\/a> about a recent Spanish supreme court ruling establishing that authorities cannot summarily deport migrants arriving by sea without due process. <a href=\"https:\/\/www.cbsnews.com\/news\/morocco-ceuta-border-surge-social-media-misleading-info\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.cbsnews.com\/news\/morocco-ceuta-border-surge-social-media-misleading-info\/\">Some of those posts<\/a> allegedly sent the flatly inaccurate message that the Spanish border was open and that people could cross without papers, <a href=\"https:\/\/elpais.com\/espana\/2026-08-02\/la-frontera-esta-abierta-y-se-puede-pasar-sin-papeles.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/elpais.com\/espana\/2026-08-02\/la-frontera-esta-abierta-y-se-puede-pasar-sin-papeles.html\">according to Spain\u2019s largest newspaper, El Pa\u00eds<\/a>. <\/p>\n<p class=\"paragraph | gutter_20_0\">Additionally, analysts suspect at least <a href=\"https:\/\/www.theguardian.com\/world\/2026\/aug\/03\/ceuta-leader-border-crossing-morocco-spain\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theguardian.com\/world\/2026\/aug\/03\/ceuta-leader-border-crossing-morocco-spain\">passive Moroccan \u201cassistance\u201d<\/a> with the crossings, in which Morocco seemed to have stopped enforcing its border with Ceuta temporarily to cause problems for Spain; it sounds plausible when recalling a similar but <a href=\"https:\/\/www.theguardian.com\/world\/2021\/may\/17\/record-1000-migrants-reach-spains-north-african-enclave-ceuta-in-a-day\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theguardian.com\/world\/2021\/may\/17\/record-1000-migrants-reach-spains-north-african-enclave-ceuta-in-a-day\">smaller migrant breach in Ceuta in 2021 that followed a diplomatic dispute over Western Sahara<\/a> between Spain and Morocco. \u201cIt is impossible for nearly 50,000 people to cross the border between Morocco and Spain in a single day without Morocco having a hand in it,\u201d Lorenzo Gabrielli, a researcher at Barcelona\u2019s Pompeu Fabra University, <a href=\"https:\/\/www.nytimes.com\/2026\/07\/31\/world\/europe\/migrants-surge-morocco-ceuta-spain.html#:~:text=%E2%80%9CFor%20me%2C%20that,it%2C%E2%80%9D%20he%20added\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.nytimes.com\/2026\/07\/31\/world\/europe\/migrants-surge-morocco-ceuta-spain.html#:~:text=%E2%80%9CFor%20me%2C%20that,it%2C%E2%80%9D%20he%20added\">told The New York Times<\/a>.<\/p>\n<p class=\"paragraph | gutter_20_0\">The Moroccan government has <a href=\"https:\/\/www.npr.org\/2026\/08\/03\/nx-s1-5915771\/morocco-denies-responsibility-for-events-at-its-border-with-spain-as-deaths-near-100\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.npr.org\/2026\/08\/03\/nx-s1-5915771\/morocco-denies-responsibility-for-events-at-its-border-with-spain-as-deaths-near-100\">denied involvement<\/a>. But it wouldn\u2019t be the first government accused of <a href=\"https:\/\/www.belfercenter.org\/publication\/when-migrants-become-weapons-long-history-and-worrying-future-coercive-tactic\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.belfercenter.org\/publication\/when-migrants-become-weapons-long-history-and-worrying-future-coercive-tactic\">weaponizing migrant flows<\/a> as diplomatic leverage or to <a href=\"https:\/\/www.newyorker.com\/news\/our-columnists\/why-ron-desantis-thinks-weaponizing-asylum-seekers-is-a-winning-strategy\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.newyorker.com\/news\/our-columnists\/why-ron-desantis-thinks-weaponizing-asylum-seekers-is-a-winning-strategy\">send a political message<\/a>. <\/p>\n<p class=\"paragraph | gutter_20_0\">That possibility matters because Spain doesn\u2019t secure this border alone. \u201cSpain manages migration control from Africa very actively with Morocco and to some extent with Senegal and Mauritania,\u201d Selee said. \u201cThere\u2019s a really tight cooperation.\u201d <\/p>\n<p class=\"paragraph | gutter_20_0\">In practical terms, that arrangement ultimately worked: Morocco resumed cooperating with Spain and most of those who crossed returned. Symbolically, though, the images told a different story, one of border collapse.<\/p>\n<p class=\"paragraph | gutter_20_0\">That takes me to the most important lesson from Ceuta: A border is only as secure \u2014 or as fragile \u2014 as the cooperation between the governments on either side. The same dynamic helps explain what is happening at the US-Mexico border, which has largely disappeared from the headlines.<\/p>\n<p class=\"paragraph | gutter_20_0\">\u201cThere just isn\u2019t a large number of people coming in anymore,\u201d Selee said. \u201cA big part of the story is cooperation between the Mexican and US governments to keep the border quiet.\u201d And when that cooperation breaks down, it can lead to migration surges, he said.<\/p>\n<p class=\"paragraph | gutter_20_0\">That relative quiet at the southern border creates an awkward political reality for a president who has made border chaos central to his appeal. With no American border crisis to campaign on, Trump borrowed one from Spain.<\/p>\n<p class=\"paragraph | gutter_20_0\">If there is one thing Trump has always been masterful at it is following the old political adage: Never let a good crisis go to waste.
