Twenty-two national leaders, in a letter initiated by Italy and Denmark, had on Saturday called for tougher external borders<\/a> and warned against policies that could act as \u201cpull factors\u201d \u2014 an apparent reference to Spain\u2019s plan to grant legal status to more than 1 million undocumented migrants<\/a>. Madrid saw the letter as an attempt to blame the Spanish government for a crisis not of its making.<\/p>\n Tuesday\u2019s videoconference will be chaired by Ireland\u2019s Justice Minister Jim O\u2019Callaghan. Officials from EU border agency Frontex, the EU Asylum Agency, Europol, the European External Action Service and Schengen-associated countries will also participate.<\/p>\n The crisis has already pushed migration higher up the EU agenda. The issue was already meant to feature at the October European Council summit, but officials now expect it to play a much more prominent role in the run-up to that meeting, the diplomats said.<\/p>\n The Commission is expected to consider possible new migration measures in September, after examining what caused the sudden influx and whether social media or other actors helped organize or amplify it, three of the diplomats said. Strengthening Frontex is one option, with the Commission indicating to ambassadors Monday that it could propose additional steps to reinforce the agency\u2019s role, according to the diplomats.<\/p>\n Max Griera contributed reporting.
