At the same time, Washington policymakers indulge in the delusion that Europe stands united against Islamist aggression.

While the trend spans ideological lines, socialist Prime Minister Jose Luis Rodriguez Zapatero truly opened the floodgates. Spain’s own trade statistics expose the depth of this cynicism: dual-use exports to Tehran soared from 2.16 million euros in 2006 to nearly 25 million euros in 2007, culminating in a staggering 61.95 million euros in 2008. Across Zapatero’s two terms alone, the Islamic Republic pocketed 175 million euros in sensitive technology. Indeed, Iran ranked as Spain’s second-largest dual-use customer between 2000 and 2010, trailing only the United States. It may sound preposterous, but this commercial windfall coincided exactly with United Nations Security Council resolutions 1696, 1737, and 1747 — measures explicitly designed to penalize the mullahs’ nuclear defiance. While the West pretended to enforce isolation, Madrid ensured Tehran’s lifeline remained wide open.

Prime Minister Pedro Sanchez’s contemporary betrayal of the West is no aberration, but rather the lucrative continuation of Spanish prevarication. Since 2018, his corruption-plagued government has authorized 7 million euros in dual-use exports, with 1.33 million euros in detonators and precision machinery flowing directly to Iranian state enterprises.

While Madrid pockets profits from machinery sales exceeding $80 million, Spanish technology is actively feeding the very same Iranian drone and missile programs targeting American and Israeli forces. Ergo, Washington must stop indulging Madrid’s double game. When a supposed “ally” builds weapons for the enemy under the guise of civilian trade, dual-use does not mean harmless; it means weapons-ready.

In March 2026, Iranian Ambassador Reza Zabib stood in Madrid to audaciously threaten strikes on Naval Station Rota and Morón Air Base, a hostile bluff effectively enabled by Sanchez’s decision to ban U.S. aircraft from Spanish airspace during the operation against Iran. This strategic sabotage followed the Pegasus-blackmailed autocrat’s unhinged rhetoric, which Israeli leaders correctly interpreted as a genocidal threat, lamenting his lack of nuclear weapons to halt Jerusalem. In Sanchez’s distorted worldview, it is entirely normal to export military technology to a terrorist state, deploy nuclear rhetoric against a Western democracy, and still demand Washington’s strategic trust.

Spain’s strategic drift does not end with Iran. Sanchez has actively transformed Madrid into Beijing’s preferred European Trojan horse. Despite a gaping trade deficit, Madrid spent 12.3 million euros on Huawei OceanStor systems to store sensitive judicial wiretaps for Spain’s National Police and its Civil Guard. Handing the keys to NATO’s intercept infrastructure to a Chinese state-linked telecom giant is worse than naive; it is a profound threat to Western intelligence sharing. While Spanish technology flows to Tehran, Chinese spyware now actively penetrates NATO’s southern flank.

Washington must close both corridors. Congress should expand state-sponsor-of-terrorism statutes to cover governments transferring dual-use technology to rogue regimes, triggering automatic secondary sanctions on complicit Spanish firms and banks. Concurrently, the Commerce Department must presume denial of U.S.-origin technology bound for Spanish entities that lack verifiable end-user documentation.

HOW MOROCCO HUMILIATED EUROPE’S WEAKEST PRIME MINISTER

Finally, the Pentagon should condition future dual-use licenses — and the modernization of Rota and Morón — on an audited cessation of Iranian trade and a public purge of Chinese infrastructure ventures. If Madrid refuses, Washington must relocate its vital naval assets from Rota to Gibraltar.

Zapatero’s “Alliance of Civilizations” was delusional appeasement. Sanchez has metastasized that legacy into a sycophantic embrace of Tehran and Beijing. Washington must stop coddling this odious behavior and accept that Madrid has become a Fifth column in favor of America’s enemies. Spain must purge its complicity with terrorists immediately, or the State Department must designate it a State Sponsor of Terrorism.

Jose Lev Alvarez is an American–Israeli scholar specializing in international security policy.
