Violeta Santos Moura\/REUTERS<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Sira Rego, Spain&#8217;s youth and children minister, said last week that 1,342 unaccompanied migrant minors had been registered in Ceuta.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Before minors can be deported, their age, family, identity and safety back home must be established, weighing up the best interests of the child.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">On Tuesday, Jos\u00e9 Manuel Albares, Spain&#8217;s foreign minister, insisted that Spain and Morocco were working together to ensure that &#8220;every last person who has entered Spain irregularly returns to Morocco&#8221;.<\/p>\n<p><img alt=\"Migrants in the Ceuta Temporary Immigrant Stay Cente\" loading=\"lazy\" width=\"960\" height=\"600\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/spain\/wp-content\/uploads\/2026\/08\/https:\/\/media.zenfs.com\/en\/the_telegraph_258\/1226b4abaabc82f07f062d6378ffdbff.jpg\"\/><\/p>\n<p>As many as 8,000 migrants remain in Ceuta after crossing the border last month &#8211; to accept the return of its people.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But tensions still remain between the two countries, with Morocco&#8217;s national human rights council on Wednesday condemning alleged assault and mistreatment of some of the migrants who entered Ceuta.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Without Rabat&#8217;s co-operation, <a data-ylk=\"slk:Madrid;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.telegraph.co.uk\/world-news\/2026\/08\/10\/spanish-military-cancels-all-leave-ceuta-migrant-crisis\/\" class=\"ck-custom-link\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Madrid<\/a> could be powerless to return the thousands who remain in its territory.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Spain is appealing for support from European leaders and EU officials responsible for internal affairs to help with the deportation process.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mr Albares claimed Ceuta and the nearby exclave of Melilla protected the integrity of the Schengen area and their borders could not be regarded as solely a Spanish matter.<\/p>\n<p><img alt=\"\" loading=\"lazy\" width=\"960\" height=\"716\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/spain\/wp-content\/uploads\/2026\/08\/https:\/\/media.zenfs.com\/en\/the_telegraph_258\/b6780f3bacb64f5870c6ebf24c1afb26.jpg\"\/><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The minister also warned anyone <a data-ylk=\"slk:still seeking to cross the border;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.telegraph.co.uk\/world-news\/2026\/08\/07\/europe-border-ceuta-morocco-social-media\/\" class=\"ck-custom-link\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">still seeking to cross the border<\/a> into Ceuta not to risk their life, money and future on an &#8220;adventure doomed to fail&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Those entering Ceuta or Melilla irregularly, he said, should know that they would be returned and would not be able to use the two Spanish cities as a route to the mainland or to remain indefinitely in Spanish territory.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Spain believes that social media played a role in triggering the crisis, and Mr Albares directly blamed the spread of false information and the distortion of a supreme court ruling as contributing factors.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The foreign ministry is trying to counter those messages through its own channels and through co-operation with the European Commission and digital platforms.<\/p>\n<p><img alt=\"Sign up to the Cables newsletter\" loading=\"lazy\" width=\"960\" height=\"720\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/spain\/wp-content\/uploads\/2026\/08\/https:\/\/media.zenfs.com\/en\/the_telegraph_258\/a84235b55ad1c74e4d22d08085c7d439.jpg\"\/><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><a data-ylk=\"slk:Try full access to The Telegraph free today.
