MADRID, Sept 3 (Reuters) – Spain has found no evidence to conclude that July’s deadly border rush from Morocco into \u200cits enclave of Ceuta was orchestrated or carried out by \u200cMoroccan authorities, Prime Minister Pedro Sanchez told lawmakers on Thursday.<\/p>\n
Sanchez’s comments in the \u200blower house of parliament followed a police report that emerged this week saying that the mass entry into Ceuta was not a spontaneous migration event but a planned and phased operation designed to overwhelm \u200cborder controls.<\/p>\n
“I can assure \u2060you that no institution \u2013 not the diplomatic service, nor the European Commission, nor any international body \u2013 has provided \u2060the Spanish government with any solid evidence that Morocco planned or carried out the incident. None whatsoever,” Sanchez said.<\/p>\n
However, he said Morocco’s \u200bGendarmerie police \u200bdid allow crossings to occur during \u200ba key 10-hour period \u200con July 30, when migrant arrivals peaked. Spanish authorities had yet to determine whether this was due to inaction or inability to contain the influx, Sanchez added.<\/p>\n
The police report, seen by Reuters, alleged that Moroccan security forces were initially deployed in smaller numbers than \u200cusual near the Tarajal breakwater separating the \u200benclave from the North African country \u200band did not make a \u200bserious attempt to disperse the crowds.<\/p>\n
Some uniformed Moroccan \u200cofficers gave directions towards the crossing \u200bpoint, while other \u200bunidentified people appeared to guide or monitor the flow of people, the report said, but it did not identify individual \u200bofficers or provide \u200cindependently verified evidence of orders from Moroccan authorities.<\/p>\n
Moroccan officials have \u200bdenied enabling the crossing.<\/p>\n
