Lhuillier recently met with Social Security System (SSS) President and Chief<br \/>Executive Officer Robert Joseph M. De Claro to discuss measures to improve<br \/>social security services for Filipinos in Spain. The meeting comes ahead of the<br \/>planned reopening of the SSS Representative Office at the Philippine Embassy in<br \/>Madrid in September.<\/p>\n<p>Ambassador Lhuillier welcomed progress<br \/>toward concluding and signing the Administrative Agreement implementing the<br \/>Convention on Social Security between the Philippines and Spain. The framework<br \/>will establish clearer procedures for totalizing insurance periods, ensuring<br \/>equal treatment, exporting benefits, and avoiding double social security<br \/>contributions.<\/p>\n<p>\u201cStrengthening our social security<br \/>partnership with Spain is an important step in ensuring that the rights and<br \/>benefits of our kababayans are protected and accessible, wherever their work<br \/>and lives may take them,\u201d Ambassador Lhuillier said. \u201cWe value our longstanding<br \/>cooperation with Spain and look forward to working closely with our Spanish<br \/>counterparts and the SSS to further strengthen the systems that support the<br \/>Filipino community.\u201d<\/p>\n<p>Under the arrangement, eligible workers<br \/>who have contributed to both countries\u2019 systems may combine their insurance<br \/>periods to qualify for certain benefits. Qualified beneficiaries may receive<br \/>benefits regardless of where they reside, while temporarily assigned workers<br \/>may avoid duplicate contributions.<\/p>\n<p>The framework also aims to streamline<br \/>claims processing, information exchange, and coordination between Philippine<br \/>and Spanish institutions, while reducing documentary requirements and<br \/>administrative back-and-forth.<\/p>\n<p>The effort will be reinforced by the<br \/>reopening of the SSS Representative Office at the Philippine Embassy in Madrid,<br \/>scheduled for inauguration on September 11, 2026. Located at the Embassy\u2019s Eric<br \/>P. Valenzuela Consular Hall, the office will provide Filipinos with a local<br \/>venue for SSS concerns and transactions. Mary Jessielyn C. Sia, formerly an SSS<br \/>Foreign Representative in Milan, will serve the Madrid community.<\/p>\n<p>The Philippines and Spain have maintained<br \/>a social security arrangement since 1988, with an updated convention signed in<br \/>2002 and entering into force in 2012.
