The European Commission is advancing new restrictions, monitoring systems and clean-up initiatives to tackle PFAS pollution and reduce exposure to harmful forever chemicals across Europe.

The EU has stepped up efforts to address PFAS pollution, bringing together more than 20 representatives from industry, academia, environmental organisations, affected communities, and public services for a high-level discussion of the growing environmental and health challenges posed by PFAS.

The meeting, led by EU Commissioner for Environment, Water Resilience and a Competitive Circular Economy, Jessika Roswall, focused on the widespread impacts of PFAS pollution and the actions needed to reduce emissions, improve monitoring and accelerate the transition to safer alternatives.

The outcome reinforces the Commission’s commitment to tighter controls on PFAS, including work towards a future EU-wide restriction, potential bans on consumer products, and increased investment in detection, monitoring, and remediation technologies.

Roswall commented: “PFAS pollution is an immense challenge that needs to be addressed collectively. We need to protect our environment, the health of current and future generations, but we also need to incentivise innovation and provide our businesses with regulatory clarity.

“We support the transition away from forever chemicals and will seek a ban on PFAS in consumer goods and industrial uses where adequate alternatives exist.”

Growing concern over PFAS pollution

PFAS, or per- and polyfluoroalkyl substances, are a large group of synthetic chemicals used in thousands of industrial processes and consumer products.

Their resistance to heat, water and oil has made them valuable across multiple sectors, but that same durability means they persist in the environment for decades.

Often referred to as “forever chemicals”, PFAS accumulate in soil, water, wildlife and the human body.

Scientists have increasingly linked long-term exposure to a range of environmental and health concerns, making PFAS pollution one of Europe’s most significant emerging contamination challenges.

The burden of contamination is not shared equally. Communities located near polluted sites, workers exposed through industrial activities, and vulnerable groups such as children and newborns are among those most affected by PFAS pollution.

Broad stakeholder discussions shape future action

The Commission’s dialogue brought together a diverse range of voices, including researchers, waste and water treatment operators, PFAS manufacturers, businesses developing alternative materials and environmental campaign groups.

Participants examined the full lifecycle of PFAS pollution, discussing contamination sources, environmental impacts, monitoring systems, clean-up technologies and strategies for replacing PFAS in industrial and commercial applications.

The discussions form part of wider commitments outlined in the EU Chemicals Industry Action Plan, adopted in 2025, which identified PFAS as a priority area requiring coordinated action across regulation, innovation and environmental management.

Restrictions and bans under consideration

A major focus of the Commission’s strategy is developing a universal PFAS restriction across the European Union. The next step will depend on the final scientific assessment currently being prepared by the European Chemicals Agency, expected by the end of 2026.

Following that assessment, the Commission plans to introduce a restriction proposal designed to reduce PFAS emissions significantly. Officials are also examining the possibility of banning PFAS in consumer goods.

However, some industrial applications may continue under tightly controlled conditions where no suitable alternatives currently exist and where the use is considered critical.

Investment in alternatives and clean-up technologies

Alongside regulatory measures, the EU is investing in innovation to reduce dependence on PFAS.

In March 2026, the Commission launched Innovation and Substitution Hubs aimed at helping industries identify and adopt safer replacement technologies.

Efforts are also expanding to address existing contamination. The Commission is preparing potential public-private initiatives focused on improving PFAS detection and remediation technologies while supporting clean-up programmes based on the polluter-pays principle.

An EU-wide PFAS monitoring framework is also under development. The system will centralise contamination data, identify pollution hotspots, track remediation progress, and provide regulators, businesses, and citizens with clearer information to help tackle PFAS pollution more effectively across Europe.
