The Federal Government has invited Nigerians and other stakeholders to submit proposals ahead of the drafting of the Finance Bill 2027, opening a fresh opportunity for businesses, investors and professional groups to influence the country’s fiscal policy direction.
The Federal Ministry of Finance made the call in a notice published on its official X handle on Friday, inviting members of the public, businesses, investors, professional bodies, civil society organisations, academia, public institutions and other stakeholders to contribute to the proposed legislation.
The ministry said the submissions should focus on practical and evidence-based legislative or regulatory reforms capable of strengthening Nigeria’s fiscal framework and improving the country’s business and investment environment.
The notice, titled “Call for Inputs into the Finance Bill 2027: Shaping Better Fiscal Laws for a More Productive and Competitive Nigeria,” stated that the exercise is aimed at supporting sustainable economic growth and developing fiscal laws that respond to the country’s economic realities.
According to the ministry, stakeholder contributions are expected to provide useful perspectives on areas where reforms could improve productivity, strengthen competitiveness and create a more conducive environment for businesses and investors.
The consultation also provides an opportunity for businesses and professional organisations to draw attention to challenges arising from existing fiscal policies and propose changes that could make compliance easier, reduce unnecessary burdens and support investment.
For micro, small and medium-sized enterprises (MSMEs), which play a significant role in employment creation and economic activity, changes to taxation and other fiscal regulations can have a direct impact on operating costs, cash flow, investment decisions and business expansion.
The Federal Government’s invitation therefore gives business owners and representative organisations an opportunity to put forward proposals that address practical challenges they encounter under the existing fiscal framework.
Investors and larger businesses can also use the process to highlight regulatory or fiscal issues that may affect the attractiveness and competitiveness of Nigeria’s business environment.
The ministry’s emphasis on evidence-based proposals suggests that stakeholders are expected to go beyond general recommendations and provide practical solutions supported by relevant data, industry experience or other credible evidence.
Such contributions could help policymakers better understand how proposed fiscal measures may affect different sectors of the economy and businesses of varying sizes.
The Finance Bill 2027 is expected to form part of the government’s continuing efforts to review and improve Nigeria’s fiscal framework as it seeks to balance revenue mobilisation with economic growth, investment and business development.
Stakeholder consultations are particularly important in the development of fiscal legislation because changes in tax and other fiscal policies can have wide-ranging effects on households, businesses, investors and government revenue.
By seeking inputs before the bill is drafted, the government is creating an avenue for stakeholders to raise concerns and recommend reforms that could make fiscal policies more predictable, efficient and supportive of economic activity.
The ministry urged interested stakeholders to take advantage of the consultation process and submit proposals that can contribute to the development of better fiscal laws for Nigeria.
The outcome of the consultation could shape some of the policy priorities and legislative proposals considered in the Finance Bill 2027, making participation particularly relevant for businesses and organisations whose operations are affected by fiscal and regulatory policies.
For businesses, the process offers an opportunity to move from simply responding to fiscal policies to actively contributing ideas that could influence future reforms.
The Federal Government said the broader objective is to develop fiscal laws that support a more productive and competitive Nigerian economy while creating an environment capable of sustaining economic growth and attracting investment.
