From this May 30th 2025, the Cuban Telecommunications Company (ETECSA) implemented a new policy for access to mobile data plans, which presents important changes in both the payment method and the recharge limits in national currency (CUP).

The measure, framed in a strategy announced by Prime Minister Manuel Marrero Cruz, seeks – according to the official note— “to sustain and develop the country’s telecommunications services network.” However, Cubans’ reactions show deep discontent.
The first major change is the recharge limit in CUP, which is now set at a maximum of 360 Cuban pesos every 30 daysThis cap, which had not been previously applied, directly affects users’ main balance, although it allows them to continue using their existing balance to purchase plans or transfer it, with certain restrictions.
Likewise, and as a highlight, ETECSA launched new extra data plans in CUP which can be purchased through Transfermóvil, Online Services, MiTransfer, and at their commercial offices. The offers are:
- 3 GB for 3,360 CUP
- 7 GB for 6,720 CUP
- 15 GB for 11,760 CUP
All also include 300 MB for national browsing.
These prices, which far exceed the Cuban minimum wage, have been harshly criticized by users, who consider them inaccessible and out of touch with the economic reality of the majority of the population.
Internet in Cuba: in US dollars
At the same time, they have been enabled plans in US dollars (USD), accessible with international cards or the MiTransfer Wallet:
- 4 GB for $10
- 8 GB + 75 minutes + 80 SMS for $20
- 16 GB for $35
These also include 300 MB of national navigation.
While these plans may seem more cost-effective in terms of cost per gigabyte for those with access to foreign currency, their availability demonstrates a progressive dollarization of Internet access in Cuba.
ETECSA, for its part, defends the measure as necessary to keep its infrastructure operational and has reiterated its commitment to free connectivity in key social sectors. However, comments on social media show strong rejection: accusations of “disrespect for the people,” complaints of “disrespect,” and claims that the company “limits development” are some of the most common reactions.unes.
