Germany has mapped more than 5,000 kilometres of disused lines that could be brought back into passenger service. However, a new study warns that the country’s reactivation efforts remain “too often dependent on chance,” with a wide gulf between potential and implementation: by 2030, less than a quarter deemed viable could reopen.
