The European Union (EU) imported 2.95 million tons (+2.7% y/y) of metallurgical raw materials of Russian origin in the first half of 2025. The expenses for the import of the corresponding products amounted to €1.22 billion (-12.7% y/y). This is evidenced by calculations of GMK Center based on Eurostat data.

The main volume of imports falls on semi-finished products. In the first 6 months of 2025, 1.84 million tons of semi-finished products were directed to the EU (+7.8% y/y). The expenses for the respective import were €837.35 million (-5.6% y/y). The largest consumers of semi-finished products from Russia are Belgium – 688.48 thousand tons (+1.6% y/y), Italy – 435.77 thousand tons (+22.6% y/y), Czech Republic – 370.34 thousand tons (+60.8% y/y), and Denmark – 306.45 thousand tons (+8.5% y/y).
Large volumes of imports also include pig iron – 696.99 thousand tons (+35.3% y/y). The revenue of Russian GMK companies from supplying the corresponding products to the EU amounted to €254.45 million (+21.9% y/y). The main volumes were directed to Italy – 524.62 thousand tons (+41.2% y/y), Latvia – 87.27 thousand tons (+5.5% y/y), and Belgium – 31.07 thousand tons (0 thousand tons in January-June 2024).
Deliveries of Russian ferroalloys to the EU market in January-June 2025 were almost non-existent – 3.8 tons compared to 42.79 thousand tons a year earlier.
The import of scrap from Russia amounted to 36.57 thousand tons (+2.1 times y/y), with expenses on purchases reaching €12.66 million (+37.3% y/y). Iron ore imports stood at 2.04 thousand tons (9.36 thousand tons in January-June 2024). At the same time, the import of direct reduced iron (DRI) for this period amounted to 374.18 thousand tons (-35.4% y/y) worth €116.49 million (-41.2% y/y).
In June 2025, the EU imported 382.73 thousand tons (+15.3% y/y; -15.9% m/m) of GMK products from Russia, including:
– pig iron – 0 thousand tons (101.52 thousand tons in June 2024; 0 thousand tons in May);
– semi-finished products – 355.72 thousand tons (+106.5% y/y; +8% m/m);
– DRI – 20.99 thousand tons (-59.9% y/y; -81.2% m/m);
– scrap – 6.02 thousand tons (+130.8% y/y; -53.6% m/m);
– iron ore – 0 thousand tons (0 thousand tons in June 2024; 0.9 thousand tons in May).
The revenue of Russian metallurgists from exports to the EU in June amounted to €163.32 million, which is 3.3% higher y/y and 14.2% lower m/m.
