The proposal would see the top half of Southgate Street Car Park, Oldham, become permit-only from Monday to Friday, between 8am and 6pm.
It would no longer be available for general public pay-and-display use during these times.
Charges for the car park would remain unchanged.
The proposal has been put forward by Oldham Borough Council under the Road Traffic Regulation Act 1984.

The public can submit objections or representations in writing to the Environment Group Solicitor to the Council, Civic Centre, West Street, Oldham, OL1 1UL.
Submissions must state the title of the Order to which they relate and the grounds for making them.
The deadline for submissions is October 8.
All objections and representations will be available for public inspection.
