Plans for a new university library to be built in the shadow of Mancunian Way have been scaled back.
Manchester Metropolitan University’s (MMU) new All Saints Library, described by university representatives as a ‘distinct landmark building’, was originally approved by city planners in February, 2024.
Its approved blueprints were for a 13-storey institution which would also be the home for the university’s special collection museum and the Manchester Poetry Library – the North West’s first public poetry library.
Also approved were gallery and events spaces which would both be open to the public.
But this month, a new screening and scoping report, produced by Deloitte, has been submitted to Manchester City council.
Within that document, it has ben revealed that the building is now planned to be nine storeys, with resultant floorspace reductions.

It is understood the revised plans have been developed after the original proposal became unviable amid rising construction costs.
The 2024 building plans, featuring a striking ‘zig-zag’ design, were the product of an international competition, the previous planning meeting heard. It was described as ‘an iconic All Saints architectural gateway to our university’.
Originally slated for opening for the start of the 2028/29 academic year, the university is now targeting 2030 as an opening date.
A MMU spokesperson said: “The refreshed vision and design of our new library will provide a vibrant learning, research, and collaboration hub at the heart of our campus, fostering creativity and engagement for future generations.
“We’re excited to share that Hawkins Brown, working alongside our dedicated original design team, are developing enhanced designs that better serve our students’ evolving needs.
“Our target opening date remains September 2030.
“The refinements to our original plans reflect our commitment to delivering the very best learning environment for our students.
“We’ll be engaging extensively with our community throughout this process to ensure the final design perfectly captures what our students need to thrive.”
