The discovery was made during relining work on Hope Street between Bath Street and West Regent Street, where the carriageway has been reduced to one lane.
Glasgow City Council has granted emergency permission for the works to be extended.
Hope Street is still reduced to one lane, however there is no left turn from West Regent Street north onto Hope Street, and no right turn from Hope Street east onto West Regent Street.
Businesses are open as usual.
Scottish Water apologised for the inconvenience to road users and said it is working “quickly” to resolve the issue.
A spokesperson added: “There is the real chance of a sinkhole opening which would have been extremely hazardous to road users if left unattended.
“Glasgow City Council has granted us emergency permission to extend the scope of our current traffic management to allow the void to be repaired safely.
“We can only apologise for any inconvenience this may cause but it is the only way to carry out the repair keeping pedestrians, road users and our teams, safe.
“Everything is being done to complete the necessary repairs as quickly as possible, and we would like to thank everyone affected for the patience and understanding.”
