The planning applications lodged with the council’s planning department this week are detailed on the list below.
Any property owner seeking to build, improve or alter their home or commercial premises must have the correct consents. This begins with a planning application and usually progresses all the way to a completion certificate.
One application involves a property in respect of which the owners have made an application to demolish it – meantime a telecoms company is applying for permission to put up new units on the roof at 27-29 Ratcliffe Terrace.
Some applications for large developments such as purpose built student accommodation have been referred to the government Reporter after refusal by the council. Alterations to some buildings may also need listed building consent which is dealt with simultaneously.
There is a class of alterations which are considered “permitted developments” and will not need any planning permission. There is more guidance here.
Applications of note or interest this week include:
- An application to instal 904 solar panels on a building on Glasgow Road – this is the David Lloyd building and the solar panels will be mounted on the roof. As part of the planning documentation there is a “Glint and Glare” assessment – particularly necessary given the proximity to Edinburgh Airport.
- Lannan Bakery in Stockbridge have applied for permission to install outdoor air conditioning units at their building on 29-35 Hamilton Place.
- There is an application for a car-free 7 storey 182 bed purpose built student accommodation (PBSA) development at Russell Road with 182 cycle spaces where the application also includes a request to demolish existing buildings. The application includes provision for bat boxes and bird boxes in the new buildings. A proposal of application notice was lodged with the council on 7 April 2025 and two public consultation events followed with a view to starting building on the site by 2027. The adverts for the public events were published only in the Edinburgh Evening News. Some 313 people visited the project website. Five visitors attended the first event – and the five included Cllr Ross McKenzie and Scott Arthur MP. Three people visited the second consultation which included someone from the Community Garden next to the site. One of the key responses to the question about need for more student flats is contained in the report which has been submitted following the consultation events. There it states that: “Current student accommodation provision in Edinburgh meets only 41.5% of demand, leaving 58.5% of full-time students without dedicated housing – a significant gap that affects student wellbeing, city infrastructure, and broader housing availability.” The application is here Comments are due by 28 November 2025.

There is also an application to change the shopfront at 167b Bruntsfield Place from grey to muted dark green for the Confelicity Bakery.
Virgin Hotels Edinburgh have applied for permission to create a roof terrace on the existing flat roof at 1 India Buildings on Victoria Street.
There are proposals for a council scheme to demolish existing buildings and construct 49 new houses at a site south of 26 Tollbooth Wynd in North Leith – a mix of townhouses and flats. Also this week there is an application by Prestonfield Developments Ltd and First Scot Limited to build 11 flats at 67 Prestonfield Avenue.
Finally Morrison Construction have applied for permission to prune trees in King George V Park in Broughton and carry out tree protection works. 25/05758/TCO.
