The Mill Youth Centre in Easton is set for a major revamp, with plans moving ahead to create 38 affordable homes and modern sports facilities
Plans to breathe new life into The Mill Youth Centre in Easton have taken a significant step forward, with details emerging of a major development including 38 affordable housing units, a new indoor sports hall, and an extension to the existing gymnasium.
The proposals, submitted by Sovereign Network Group, form part of a wider plan originally approved.
The current application seeks to satisfy a condition which required the submission of a comprehensive Construction Environmental Management Plan (CEMP) prior to work commencing.
The site on Lower Ashley Road is earmarked for substantial redevelopment. According to the CEMP, “the construction activities include the removal of some existing trees and hard standings, piling works for foundations, [and] implementation of an approved remediation strategy to address contaminated ground conditions,” before new residential and sporting facilities are built.
Once completed, the scheme will deliver a modern sports hall and 38 new homes, all classified as affordable housing — a notable contribution to Bristol’s pressing housing needs.

To mitigate the environmental and social impacts of construction, the plan outlines extensive management measures. These include noise and dust control, vehicle movement planning, and community engagement strategies.
Work will take place strictly between 8am and 6pm on weekdays, and 8am to 1pm on Saturdays, with no operations on Sundays or bank holidays unless specifically authorised.
A particular focus has been placed on minimising disruption to local residents.
Deliveries are scheduled to avoid peak times, while a dedicated Community Co-ordinator will liaise with neighbours to address concerns as they arise. “We are confident the contractor and project team will quickly form relationships with residents and the wider community,” the report states.
The proposal also incorporates sustainability-focused initiatives. Waste will be separated and tracked to divert 95% from landfill, while dust will be controlled via dampening measures and on-tool extraction.
Traffic management plans include pedestrian safety provisions and designated delivery routes, avoiding residential streets where possible.
The site will also be part of the Considerate Constructors Scheme, which encourages best practice in construction through independent assessment.
The plan notes, “Main contractors on SNG’s framework are Considerate Constructor Partners and register each of their project sites with the scheme.”
This construction phase, including all environmental protections and logistical arrangements, is outlined in great detail in the CEMP submitted by Sovereign. It represents the final piece of pre-construction due diligence required to progress the wider development.
