YOUTH, PEACE, AND SECURITY
STATEMENT BY MS. CHARLOTTE SAUDIN,
DEPUTY POLITICAL COORDINATOR OF FRANCE TO THE UNITED NATIONS
TO THE SECURITY COUNCIL
(TRANSLATED FROM FRENCH)
New York, 12 December 2025
Madam President,
France welcomes the unanimous adoption of this important resolution.
We thank Sierra Leone and Guyana for their efforts to present a text strengthening the implementation of the Youth, Peace and Security agenda on the tenth anniversary of Resolution 2250, which is the foundation of this agenda.
Young people are essential partners in reconciliation and peacebuilding. The Youth, Peace and Security agenda remains the most relevant framework for promoting their participation in peace processes. France reaffirms the importance of the provisions adopted under this agenda, which guarantee the inclusion of young people in conflict prevention and resolution, peacebuilding, and their participation in negotiations and the implementation of peace agreements.
France welcomes the renewed attention given to this agenda in recent months through the Pact for the Future, the adoption of two resolutions on the peacebuilding architecture, and the presentation of the draft resolution before us today.
It is essential that the Security Council include Youth, Peace and Security in its consideration of conflict situations and crisis resolution. In the current context, marked by streamlining efforts under the UN80 initiative and a liquidity crisis, it is essential that this work be part of a flexible approach that allows for the effective implementation of the agenda.
The text adopted today contributes to this balance by strengthening the agenda in a flexible but concrete manner, within existing structures, and without imposing additional burdens on the UN system.
We welcome the spirit of dialogue shown by the co-pens, with the aim of achieving the broadest possible consensus on this text.
This resolution follows on from Resolution 2535, presented by France and the Dominican Republic and adopted unanimously in 2020, which included the very first reference to measures planned in the context of peacekeeping operations.
By voting in favor, France reaffirms its support for the Youth, Peace and Security agenda, as well as its commitment to recognizing the essential role of young people in conflict prevention and peacebuilding.
Thank you.
