Leeds City Council are proposing to swap parcels of land held in Holbeck to ease development of the sites off Bath Road.

A report published online yesterday (15 December 2025) gives details of planned swap. The Council currently owns a site on the corner of Bath Road and Water Lane where Slung Low’s Temple outdoor performance area is located. It has assembled a large site on the other side of Bath Road, but there are two small parcels of land held by a third party.

The plan is to swap the sites so that the larger site can be brought forward for development. The report explains:

“Leeds City Council has a longstanding ambition to support the regeneration of the Holbeck area and the re-use of Temple Works – a historic mill which forms the centrepiece to the Holbeck South Bank area. In November 2018 and thereafter in 2021, the Council’s Executive Board approved in principle plans put forward for land value generated through the sale of Leeds City Council land in the vicinity of Temple Works to be recycled as grant funding towards the costs of the repair and restoration of the Grade I Listed mill. The Council has purposely and strategically assembled or held land in this vicinity over a number of years with view of supporting this ambition as well as securing long term comprehensive regeneration.”

Financial details have not been made public, but the report states that the land will be exchanged for “no financial consideration” and that the  council will cover the costs of the third party’s liability to Stamp Duty Land Tax.
