Councillors in Salford have approved the appointment of a new chief executive, after what city mayor Paul Dennett said had been a “turbulent” period.

Stephen Young’s appointment at Salford council was ratified during a meeting at Salford Civic Centre on Wednesday, April 30.

He takes over from former chief executive Tom Stannard who moved to Manchester council.

Three internal candidates from Salford council were among those who had applied for the role, but Mr Young was appointed to the position on April 10.

He is set to take up his new post in autumn.

“I am delighted to be officially confirmed in this role and can’t wait to get working for this innovative organisation in such an exciting and dynamic city,” Salford council’s new chief executive said.

“Throughout my interview process, I’ve been impressed by the incredible people I’ve met and exceptional things they are doing.

“I’ve been blown away by the passion and the Spirit of Salford and I’m looking forward to being a part of this great organisation.”

The decision also includes confirming Mr Young as the council’s head of paid service, returning officer for all relevant elections in Salford, and as electoral registration officer – which are all part of the role of chief executive.

He will also become the place based lead for health for Greater Manchester.

Speaking during the meeting at Salford Civic Centre on April 30, city mayor Paul Dennett said the council’s interim CEO, Melissa Caslake, had “done a sterling job holding things together in what has been a fairly turbulent time as we’ve transitioned from Tom [Stannard] going to Manchester city council, and us pursing the recruitment of the next chief executive for this city council.”

He added: “I think the decision we’ve arrived at is probably the right decision, it was not an easy decision, it was really difficult.

“But ultimately, it’s teamwork that gets things done, and I think this city council probably knows that more than anyone.”

Mr Young is currently chief executive at Halton Borough Council, a role he has been in since March 2022.

He has previously held a number of senior positions in local government, including at Lancashire council, and Bolton council.

The chief executive position at Salford council comes with an annual salary range between £185,000 to £190,000, according to the latest figures on the council’s website.
