Blackburn and Darwen Police is looking for Scott Phillips who is wanted for a breach of his post-sentence supervision conditions.
He is described as being 6ft tall with short hair and green eyes.
He also has distinctive tattoos of buildings and a car on his arms.
Phillips has links to Blackburn, Cleveland, and West Yorkshire.
For immediate sightings, members of the public should call 999.
