Ukraine’s Security Service (SBU) has arrested two Russian operatives in Kherson who were plotting to target police officers with explosives and then escape to Russia.
According to SBU on January 13, the suspects were instructed by Russian authorities to plant explosive devices under several official vehicles with police officers inside. Upon completion of the mission, they were promised “evacuation” to Russia.

The individuals detained were two unemployed local men, identified by Russian intelligence through a pro-Russian Telegram channel.
The suspects had rented an apartment near the National Police building and set up concealed video surveillance on the balcony to monitor the secure facility.
Their plan involved placing improvised explosive devices under police vehicles and remotely detonating them while officers were inside. The FSB was to deliver components for the explosives via drones from the left bank of the Kherson region.

The SBU apprehended the suspects in the apartment, seizing video equipment, laptops, and smartphones containing evidence of their collaboration with the FSB. The investigation also revealed that the suspects were tracking the locations of Ukrainian Defense Forces in Kherson and recruiting potential new Russian agents.
They have been charged for state treason committed by a group during martial law. If convicted, they face life imprisonment with confiscation of property.
Earlier, Ukraine’s Security Service reported the arrest of a 16-year-old from Kropyvnytskyi, alleging that the minor was recruited by Russia’s Federal Security Service (FSB) and attempted to carry out hostile activities on its behalf.
