It must seem strange to the new Commissioner for Standards at the Assembly, Stephen Wright, that the local political news agenda has been dominated by a report from his predecessor who left office last September. But thanks to the unique system of government in Northern Ireland, “strange” comes with the territory.

To citizens, the way the commissioner and Assembly’s Committee on Standards and Procedures work may seem baffling and strange, in that, the Commissioner investigates, the committee talks about it and then glosses it with their own report.
