Delays are “particularly problematic” on sites already under construction. The report read: “Not being able to discharge their planning conditions to allow progress will stall development resulting in costs to the developer, delays in new homes coming forward, possible breaches of planning control should some developers press on with their schemes, increased complaints and reputational risk to the council.”
