For Ukrainians currently in Germany under temporary protection (§24 AufenthG), switching to a student residence permit (§16b) has now become significantly simpler than for other foreign nationals. Unlike the standard procedure, there is no need to leave the country, apply for a student visa or open a blocked account with a substantial sum. In the standard scenario, international students first obtain a visa outside Germany, then open a Sperrkonto with a balance of over €11,000, and only then apply for a residence permit. However, a simplified procedure applies to Ukrainians with valid §24 status. It is sufficient to confirm financial capacity or the existence of a scholarship, and the process itself takes place without visa restrictions.

A student residence permit grants legal status for the entire duration of your studies, allows you to work within the established limits, and opens up the possibility of remaining in the country after graduating by changing your basis of stay to a work permit.

How the process of obtaining a residence permit in Germany works

The path to student status takes on average between six and twelve months, so it is worth starting preparations in advance. The first stage is choosing a university and a programme. In Germany, most state universities remain free of charge for courses taught in German; however, application deadlines are a key factor. For the winter semester, these usually end in July, and for the summer semester, in January.

At the same time, you need to arrange for the recognition of your educational qualifications. This process takes between one and three months and requires a separate fee. It is important not to delay this until the moment of enrolment, as delays can result in missing the semester.

Language proficiency is no less important. Most programmes require a level of at least B2, and it is the language barrier that most often becomes the main reason for rejection. Preparation can be undertaken through state-run courses, which are often available to Ukrainians free of charge or for a nominal fee.

After this, an application is submitted to the university via centralised platforms. If the application is successful, the student receives an official letter of admission — this serves as the basis for changing their status.

Next, you must register at your place of residence. This step is mandatory, as without it, it is impossible to interact with the immigration authorities. Once registered, an application is submitted to the Ausländerbehörde to obtain §16b. It is important to bear in mind that booking an appointment in large cities can take a considerable amount of time, so you need to act in advance, without waiting for the full set of documents.

How much does it cost to obtain a residence permit in Germany

Despite the simplification of the procedure, certain costs remain. On average, the entire process costs between €400 and €600. The main costs are associated with the recognition of your degree, the submission of documents, the language test and the state fee for processing the residence permit. However, a significant advantage remains the fact that there is no need to open a blocked account.

What people most often overlook

The main mistake is procrastination. Many applicants spend time searching for the perfect programme without taking strict deadlines into account, thereby wasting a whole year. Another common problem is starting the recognition process too late and underestimating waiting times at immigration offices.

The issue of health insurance should also be considered separately. A policy taken out under temporary protection is usually not suitable for a student residence permit, so it must be arranged separately after enrolment.
