A Bristol police officer who admitted making and distributing indecent images of children faces a misconduct hearing.

PC Michael Elmer pleaded guilty at Exeter Crown Court in February and is due to be sentenced later this month.

A separate investigation by Avon & Somerset Police’s professional standards department took place while the criminal case was ongoing.

Now that Elmer has been convicted, there will be a misconduct hearing at force headquarters in Portishead on Tuesday, April 7.

The 36-year-old was a serving officer when he was charged and first appeared before Bristol magistrates in January, but a publicity notice on the police website for the misconduct case describes him now as a former PC.

It said the officer breached the standards of professional behaviour in terms of discreditable conduct.

The notice said: “The alleged facts are: On February 27, 2026, at Exeter Crown Court the officer pleaded guilty to making indecent images of children, distributing an indecent image of a child and sharing a photograph of a person in an intimate state.

“It is contended that (if proven) the allegations amount to gross misconduct.”

Elmer is due to be sentenced at the court on April 20. He was granted bail.

The officer was arrested by Avon and Somerset Police’s internet child abuse team in May 2025.
