The BHA’s intended new chair Charles Allen is proposing radical changes to the way British racing is run to make its governance “fully independent” of racecourses and participants, the Racing Post understands.

Should the BHA’s members – the Racecourse Association (RCA), the Racehorse Owners Association, the Thoroughbred Breeders’ Association and ‘licensed personnel’ – agree it would represent the biggest shake-up of the sport’s governance in nearly 20 years.

In recent days participant groups in British racing have called for the sport to be led by an independent, empowered governing body.
