The 28-year-old has been a long-time target at Ewood Park, with Rovers reigniting their interest in the centre-back this summer. Rovers held talks about signing McLoughlin 12 months ago but instead completed a deal for Danny Batth and renewed the contract of Kyle McFadzean.
Rovers are on the lookout for a left-sided centre-back all summer. They were unable to land Steve Kapuadi from Legia Warsaw and have now turned their attentions to McLoughlin.

The defender is into the final 12 months of his contract at Hull City and their financial situation also presents an opportunity for Rovers to strike favourable terms.
As per reports from various outlets, it’s understood Rovers are advancing in their talks to agree the deal with Hull. The defender is currently in Turkey on their pre-season training camp but would be allowed to leave to complete the move if a fee is agreed.
Rovers have been keen to bring in a centre-back for several weeks but are accelerating discussions now. They’re light in defence with Dom Hyam, Scott Wharton and Hayden Carter Valerien Ismael’s only senior options.
Wharton is just returning from 15 months out with a serious knee injury, whilst Carter was taken off against Accrington Stanley with a calf problem. Though the issue was hoped to be precautionary, he was sent for a scan on Sunday and wasn’t visible on the training video published by the club on Thursday morning.
The footage is believed to have been filmed on Wednesday and, therefore, it could indicate the issue is worse than first feared, though this is unconfirmed. It does, however, further highlight the importance of Rovers getting more defensive cover having also lost Batth to Derby County.
