Estherene House was visited three times by inspectors from healthcare regulator the Care Quality Commission (CQC) in April and May.

The residential care home on the corner of Apple Tree Close and Kirkley Park Road in Kirkley, Lowestoft – which is provided and run by QH (Rosewood) Limited – was rated as requires improvement overall.

It was previously rated as good during its last CQC inspection in 2021.

The latest CQC report rated Estherene House as requires improvement in three of five categories- safe, caring and well-led categories

The home received a good rating in two other areas.

The watchdog had also issued a “Warning notice on QH (Rosewood) Limited” on May 23, for “failing to meet Regulation 18 relating to staffing at Estherene House”.

The CQC report said: “This assessment was prompted in part due to concerns raised around the quality of care people received, staff conduct, and staffing levels.”

As the residential care home accommodates 36 residents in 34 rooms, at the time of the CQC assessment “35 older people were living at the home, some of whom were living with dementia,” according to the report.

It added: “We identified three breaches of regulation relating to receiving safe care and treatment, staffing and governance of the service.

“Governance processes required improvement as audits had not always identified the concerns we found.

“Staffing levels were not always consistent, and improvement was needed to ensure people were always safe.

“The provider did not always have guidance in place for staff to monitor and support people with identified risks.”

With the provider being asked for an action plan in response to the concerns found, the report added: “The registered manager and provider were responsive to our findings and promptly implemented an action plan to begin making the necessary improvements.”

Last month, Estherene House was granted permission to expand the home with the creation of eight new bedrooms after plans were approved by East Suffolk Council.
