It has been proposed to build the centre and GP surgery as part of the Millfields development near Draycott.
Details of the scheme have been revealed in a request for quotation document, also known as an RFQ, published by Cam Parish Council on Thursday, July 10.
The project is being led by the parish council, in collaboration with Stroud District Council and the NHS Gloucestershire Integrated Care Board.
Officials believe that the surgery will serve between 12,000 to 15,000 patients.
An NHS document from last year suggested the surgery could open by 2029 or 2030.
The proposed village centre, also referred to as a health hub, could include a fitness studio, event rooms, a community café and a youth hub.
It could also feature enterprise units, a bike pump track, public spaces with seating, a soft play area and a 3G artificial pitch.
Plans have also been outlined for a shared office space for Gloucestershire police and an NHS dental clinic.
Other proposed features include dedicated drop-off and turning areas, traffic calming measures, and safe pedestrian and cycle routes.
In December 2024, Stroud District Council approved plans to donate £20,880 to support feasibility studies for the two projects.
A document from the time stated the Cam and Uley Doctors’ Practice was operating at 40 per cent above capacity.
The parish council is now seeking consultants to submit quotations for undertaking a feasibility study about the scheme.
The winning contract, valued at £30,000 including VAT, is expected to start in September.
The request for quotation document reads: “This is a unique and exciting opportunity to deliver a high-quality, community-focused destination that fosters local pride and belonging.
“Our ambition is to create a new village centre centred around services rather than traditional retail.
“A place that promotes connection, supports health and wellbeing, and brings together a range of complementary facilities for all generations.
“Healthcare partners, in collaboration with Stroud District Council, Cam Parish Council and other key stakeholders, have already begun exploring the potential development of facilities in Cam through a feasibility study that investigated several sites to locate a new primary care facility.
“The new village centre will be located alongside emerging housing development in Cam, with access infrastructure being delivered by the developer.”

Reacting to the news, Dursley GP and the area’s MP Simon Opher said: “The plans set out by Cam Parish Council for a new village centre and doctor’s practice are fantastic news for our community.
“They won’t just bring healthcare closer to home and make vital services more accessible, but they’ll also deliver a whole host of new amenities for people of all ages in Cam.

Plans are at early stage
In a joint statement by Cam’s district councillors Cllr Ian Hamilton, Cllr Terri Kinnison, Cllr Milly Hill and Cllr Chris Haynes have described the plans as ‘exciting’.
“Cam is a brilliant place to live and work, it’s surrounded by beautiful countryside and has a proud history and strong sense of community,” they said.
“Because of its geography and proximity to transport links, Cam has been asked to absorb an unusual amount of new housing, however this brings with it the opportunity to use CIL money for the benefit of the residents.
“Cam has an extremely proactive parish council which has been exploring an ambitious project to create a vibrant new village centre, facilitating the expansion of the existing GP surgery and busy dental practice.
“While feasibility plans are still at a very early stage, if successful this project would bring together the old and the new parts of Cam, allowing long standing residents to embrace their new neighbours, building on our existing sense of community and delivering real health and social benefits.
