Harry Watkins, aged 30, was found guilty of multiple breaches of a public space protection order – also known as a PSPO – relating to dog fouling in Stoke Gifford.
Watkins was first issued a fixed penalty notice in July 2024 after his dog was seen fouling on the green in Flatts Close near his home address.
However, between September 3 and November 19, 2024, 17 further incidents of dog fouling were captured on CCTV in the same communal garden area.
Watkins was identified as the dog’s owner and invited to attend an interview with South Gloucestershire Council under caution, where he admitted ownership and sole responsibility for the dog.
Watkins appeared at Bristol Magistrates’ Court on 21 July 2025, where he was fined £380, ordered to pay a surcharge of £128, and costs of £599 – a total of £1,107.
Cllr Sean Rhodes, SGC cabinet member for environmental enforcement said: “The vast majority of owners clean up after their dogs, so I hope this prosecution serves as a warning to the small minority who aren’t as responsible.”
