The Council of the European Union has approved the allocation of €3 billion ($3.34 billion) to Ukraine as part of the Ukraine Facility program, Ukrainian Prime Minister Yulia Svyrydenko announced on August 8 on her official Telegram channel.
“This is a strong signal of trust in our reform course and ability to ensure stability in the most difficult times. We are grateful to the Danish presidency for its clear support. Each such decision brings us closer to a strong Ukraine in a united Europe,” Svyrydenko stated.
The Ukraine Facility is the EU’s main financial assistance program for Ukraine for the 2024–2027 period, with a total budget of approximately $54.7 billion. The funds are aimed at financing the state budget, stimulating investment, and providing technical support for reforms.

The reform plan is structured into three main blocks: basic reforms, economic reforms, and key sectoral reforms. It also incorporates three cross-cutting areas: green transition, digital transformation, and European integration.
These measures are intended to lay the foundation for Ukraine’s economic recovery, sustainable growth, and eventual EU membership.
The Ukraine Facility Plan was prepared by the Cabinet of Ministers under Svyrydenko’s coordination, in close cooperation with the EU and through consultations with business, civil society, think tanks, members of parliament, and regional authorities.
Earlier, it was reported that Ukraine and Romania are enhancing bilateral cooperation through coordinated efforts on defense infrastructure and civilian rebuilding projects targeting the Tisza river region.
These initiatives include strategic bridge fortification schemes and joint reconstruction agreements aimed at improving regional connectivity and security.
