Glasgow City Health and Social Care Partnership has opened applications for an Assistant Chief Officer in Human Resources and Organisational Development, a role pivotal to the organisation’s executive team and Resources Leadership Team. Reporting to the Depute Chief Officer for Finance and Resources, the successful candidate will shape HR strategy and spearhead workforce change across one of Scotland’s largest and most complex integrated care systems.
In this permanent appointment, the Assistant Chief Officer will oversee a multidisciplinary team of approximately 110 professionals spanning human resources, learning and development, health and safety, and organisational development. Managing a combined budget of around £5 million and aligning governance frameworks across NHS Greater Glasgow and Clyde and Glasgow City Council, the post-holder will guide workforce planning, performance management and service redesign to promote person-centred care and enhance organisational resilience.
Compensation is competitive, with Glasgow City Council salaries ranging from £104,402 to £118,643 and NHS Band 8D salaries from £103,764 to £108,206, based on an appointment to either local authority or health board terms and conditions.
Candidates must hold a Masters degree or equivalent with Chartered Membership or Fellowship of the CIPD and demonstrate a proven track record in senior HR leadership within a complex, multi-professional environment. Expertise in strategic planning, organisational change and employee relations is essential, as is the ability to lead through influence in a politically sensitive and unionised setting. The role demands resilience, strategic insight and a commitment to public service values, with strong partnership working skills to maintain professional links with NHS and Council HR directors.
The successful leader will play a central role in driving workforce transformation in Glasgow City HSCP, contributing to national and local objectives for health and social care integration.
