I believe that they should not and that Hampshire County Council‘s stated intention to make internet-only booking a requirement for use of recycling centres is wrong.

Surely all council tax payers have a moral right to use basic amenities such as recycling centres without encountering obstacles such as those planned by HCC.  Such obstacles can only increase fly tipping as well as higher cost to the tax payer to fund the resulting increase in policing.

The council may wish to consider an alternative system whereby no booking is required and residents provide proof of residency when entering the centre.  This would save public money, including the £200,000 allocated to an external contractor.  It would simplify life for council workers and residents alike.

Council tax payers must not be compelled to use technology in order to contribute towards the public good by recycling their goods.  This should be encouraged and commended, not obstructed.
