Ukraine has received more than $4.44 billion from the European Union to support the state budget, the Ministry of Finance announced on August 22.
Of this amount, around $3.33 billion came as a loan under the Ukraine Facility instrument, while another $1.11 billion was provided as part of the EU’s contribution to the G7 Extraordinary Revenue Acceleration for Ukraine (ERA) initiative. The funds will be directed toward social and humanitarian expenditures.
The Ukraine Facility program for 2024–2027 allocates about $55.5 billion for Ukraine, including $42.48 billion in direct budgetary support. Since the beginning of 2024, more than $25.09 billion has already been transferred to the state budget through this instrument. In 2025 alone, Ukraine plans to attract around $13.88 billion, of which over $7.22 billion has already been received.
To obtain the latest tranche, Ukraine implemented a number of reforms in areas such as anti-corruption policy, public administration, regional development, education, agri-food, digital transformation, environmental protection, and state asset management.

Acording to the Ministry of Finance, the European Union remains Ukraine’s largest donor: over the past three and a half years, the country has received more than $63.83 billion in support, including over $17.21 billion in 2025 alone.
“Financial assistance from the European Union strengthens Ukraine’s ability to withstand the conditions of full-scale war. Thanks to these funds, we can ensure stable social payments and maintain economic stability. Such solidarity from our partners is an important signal of trust in Ukraine and an investment in our common security. I am grateful to our EU partners for their constant and significant support,” said Finance Minister Serhii Marchenko.
Earlier, NATO Secretary General Mark Rutte visited Kyiv for talks with President Volodymyr Zelenskyy, focusing on Ukraine’s future security framework and steps toward ending the war.
