An application to create a 10-bed house in multiple accommodation on the two floors above Chickanos on the junction with Birksland Street has been refused by Bradford Council this week.

The application, by Umer Akbar, would see five en-suite bedrooms and a kitchen/living space on each floor.

But officers had pointed out that some rooms on the second floor would only be served by roof-lights.

Their decision read: “The rooms within the second floor, habitable and non-habitable, will be predominately served by roof lights.

“The second floor layout will mean that the occupants of these habitable rooms will not have direct access to outlook and minimum natural light and limited ventilation due to the height and angle of the roof lights.

“The limited communal space coupled with the second-floor rooms not being served sufficiently by windows will result in not all of the future occupants of the proposed HMO having suitable living standards.

“The layout will form poor living conditions and substandard residential amenity for the intended/future occupants of this large HMO.

“The existing ground floor use and surrounding commercial uses could cause noise and disturbance to the occupants of the proposed HMO.”
