Leaders of the Coalition of the Willing concluded a high-level meeting in Paris on September 4, outlining preliminary plans for European troop deployment in Ukraine and discussing long-term security guarantees, according to Radio Free Europe/Radio Liberty, citing sources familiar with the negotiations.
Of the 30 countries attending, only 21 presented concrete proposals on security guarantees, and just 10 of those are willing to send troops to Ukraine while continuing to work on post-war security arrangements.
Radio Free Europe/Radio Liberty highlights that the United Kingdom, France, Sweden, Denmark, Norway, the Baltic states, the Netherlands, and Australia are prepared to deploy forces. The proposed European ground mission could number 25,000–30,000 troops, with the UK playing the lead role.
Turkey is expected to oversee maritime security, while the United States would provide air support and intelligence, though the exact scope of Washington’s involvement remains unclear.
Germany has yet to take a definitive position due to parliamentary approval concerns, and Poland has declined to send troops but is offering logistical support.

“One source expressed surprise at the level of military planning and the commitments secured by the UK and France for support forces, air patrols, and maritime demining,” the report notes. “Numbers are being calculated, but deployment will depend on a peace agreement, the US role, and, in many cases, parliamentary approvals.”
Radio Free Europe/Radio Liberty reports that details of the mission’s objectives remain unsettled. It is unclear whether Western forces will focus solely on training in central and western Ukraine or take on a broader operational role. Questions also remain about how European troops would respond to potential provocations from Russia.
Meanwhile, Ukrainian President Volodymyr Zelenskyy said discussions with US President Donald Trump included a new format for defending Ukraine’s airspace against Russian attacks.
