While the plan covers a wide range of issues, there are a number of site allocations for housing that residents may or may not support.

Sites in the plan suggested for development are primarily put forward by landowners and developers. Leeds City Council is legally required to assess and consult on these proposals, this does not mean they are endorsed by the council and nor are they all are suitable or necessary to meet housing targets.

The councillors say there is a clear and urgent need for affordable housing, especially for families, young people, and older residents looking to downsize. However, councillors have raised concerns about proposed sites in Guiseley and Rawdon ward, many of which lie in the green belt and were previously removed from consideration following legal challenges. Potential negative impacts of these include road safety, flooding, access, and environmental impact, they say.

Councillors also oppose proposed solar farms on greenbelt land, including Bayton Lane and Thorpe Lane, citing concerns over landscape impact and the need to prioritise non-greenbelt alternatives for clean energy projects.

Councillor Eleanor Thomson (Labour, Guiseley and Rawdon), said: “The Leeds Local Plan is a hugely important consultation that will guide and influence the amount and location of development in Leeds.

“We agree with the plan’s proposal that development should focus on brownfield first, as has been the case in previous years with 80% of development in Leeds being on previously developed land.

“We believe that development should be proportionate to not oversubscribe local services such as doctors’ surgeries, dentists, schools, and highways, and we would encourage anyone with concerns in this area to respond to the consultation.

“This is a vital opportunity to shape the future of our community. No decisions have been made and your voice truly matters – please take part!”
