The building in Blackstoun Road, previously home to the Fathers’ Club and Caring Project, was marketed for sale in the summer and has been the subject of “several offers”.

However, for the local authority to move forward with any of these, the site must be confirmed as surplus at the communities and housing policy board on Tuesday.

A report, which will be considered by councillors, explained: “The property was constructed in 1993 in the grounds of St Fergus’ Primary School on Blackstoun Road and was let in that year to Caring Project charity and used as a community centre.

“In 2015, a new St Fergus’ Primary School was to be constructed. A surplus site on Bankfoot Road, held by the housing revenue account (HRA), was the preferred location.

“To facilitate this, the housing and community safety board approved an exchange between the HRA and general fund of the St Fergus’ Primary School site on Blackstoun Road for the site on Bankfoot Road.

“HRA acquired the Blackstoun Road site including the building in question, which was by then vacant. The school building was demolished and new housing was developed on the site, completed in 2023.

“The former community centre was retained during the build in order to provide welfare facilities for the construction workers on site.

“The building has been vacant since the completion of the housing.

“There is no requirement for HRA to retain the building and no possibility of it being redeveloped into the new housing scheme.”

The building was marketed for sale in July with a closing date set for the end of August.

The council said “several offers” were received but before it can progress with any of these, confirmation is needed the building is considered surplus.

The report added: “Approval is sought, therefore, to declare the building surplus to housing requirements.

“Due to the level of offers received, any decision on whether any of the current offers are to be accepted will be made under the scheme of delegated functions.”
