The number of minors placed on Russia’s official “terrorists and extremists” register more than doubled in 2025, with the youngest addition being a 14-year-old boy.

Rosfinmonitoring, the Russian government body that maintains the list, added a total of 4,018 names this year—a seven-year high—after authorities intensified enforcement of anti-extremism laws, resulting in a 26% increase from 2024 and the inclusion of 341 minors, independent Russian outlet Verstka Media reported.

Among those added was Timofei Mamoshkin from the Ryazan region in western Russia, who turned 14 in September and was accused of terrorism, Verstka Media reported. 

The number of under-18s placed on the register more than doubled from 161 in 2024 and was nearly six times higher than in 2023, when 51 minors were added. 

The list also expanded to include prominent businessmen, political scientists and bloggers. 

In July, Russian lawmakers approved legislation imposing fines on individuals who read or search online for material that authorities classify as “extremist,” further tightening controls on information access.
