Council housing bosses have agreed to change some of their local lettings polices for flats in Bramley & Stanningley and Kirkstall wards.

The moves come as Leeds faces an ‘unprecedented demand’ for social housing, with over 25,000 households on the Leeds Homes Register, of which almost 5500 are in Band A, the highest priority band.

A council report says band A customers are waiting two years on average to be offered a home with the council. At the same time the turnover of council homes is reducing, with the council only letting 2595 homes in 2024/25.

In Bramley, & Stanningley they have decided to remove the age LLPs at the following 653 flats:

Wellington Grove age 35+, Ashleas 35+, Upper Town Street 35+, Bellmounts 35+, Landseers 35+, Newlay Lane 35+, Rossefields 35+, Snowdens 35+, St Catherines Hill 35+, Coal Hill Green 35+, Intake Lane 35+, Westovers 35+, Fernbank’s 30+, Ganners 30+, Langleys 30+, Summerfields 30+, Bath Lane 25+, Bath Close 25+ and Fairfield Close 25+.

The council says a consultation with residents had a poor response rate. The decision follows a review of housing demand and supply.

In Kirkstall Ward the council has agreed to remove the 55-plus age lettings policy in Moor Grange Court.

A council report said: “…It limits housing for younger people in housing need despite high demand from this age group. Additionally, there is no evidence that the age local letting policies (LLPs) improve sustainability or desirability of tenancies in these Moor Grange Court age LLP homes.”

Changes also include removing the Good Neighbour LLP and Lea Farm Drive, Grove and Place.

The report concludes: “The likely impact of removing the age and good neighbour LLPs will be greater access to homes for younger people, those with families and those with high housing need. This may help the council meet its homeless duties and may contribute to reducing the number of families in temporary accommodation.”
