Bee Futures Ltd has applied to the council for a licence for Hive, its planned new premises on New Road Side in Horsforth.
Plans to serve until 11pm, Sunday-Thursday, and midnight on Fridays and Saturdays drew 11 objections from people who feared late night public nuisance.
But ten letters of support were also received by Leeds City Council.
One objector said: “The proposed opening hours are crazy and not in keeping with the other businesses on the parade.
“Late night noise and yet more drunks staggering about.”
Supporters said the new venue would create jobs and bring a vacant site back into use.
One said: “I strongly believe this application will provide a positive contribution to the economic and social well-being of Horsforth.”
A licensing sub-committee will consider the application at a hearing at Leeds Civic Hall on Tuesday, February 3.
A licensing report said measures to prevent public nuisance had been agreed with West Yorkshire Police.
A separate planning application for a change of use of the venue, formerly Nawaab Khan restaurant, was also being considered.
A planning statement said Hive would operate as a cafe during the day and a bar in the afternoon and evening.
The applicant secured a five-year lease on the building and was planning to invest £140,000.
The statement said: “The development is expected to create new employment opportunities, including cafe and bar management and support staff roles, contributing to the local labour market
“The venue will provide a welcoming and inclusive environment for residents and visitors alike.”
The planning application is out for consultation until February 2.
