{"id":1001610,"date":"2026-06-03T01:08:16","date_gmt":"2026-06-03T01:08:16","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/1001610\/"},"modified":"2026-06-03T01:08:16","modified_gmt":"2026-06-03T01:08:16","slug":"lords-committee-urges-looser-uk-stablecoin-regime","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/1001610\/","title":{"rendered":"Lords committee urges looser UK stablecoin regime"},"content":{"rendered":"<p>Bank of England regulatory proposals could stifle the development of sterling-backed stablecoins, a House of Lords committee has warned, as senior officials begin playing down the importance of digital assets. <\/p>\n<p>The publicly stated attitudes of UK regulators, including the BoE, have had a direct impact on the willingness of businesses to enter the market, with the UK \u201clagging\u201d behind the US and the EU, the House of Lords Financial Services Regulation Committee said in a report published on Wednesday.<\/p>\n<p>Regulators should ensure that they are not \u201cinadvertently applying a more severe risk lens\u201d to stablecoins compared with other forms of payment, the committee said.<\/p>\n<p>The report\u2019s publication comes a week after a senior bank official played down the need for stablecoins in the long run. <\/p>\n<p>\u201cI think tokenised deposits are probably going to take over from stablecoins, and \u200bfive years from now, I suspect we might wonder why we were talking about stablecoins,\u201d \u200bMegan Greene, a member of the bank\u2019s Monetary Policy Committee, told a <a href=\"https:\/\/www.reuters.com\/business\/finance\/stablecoin-demand-may-soon-fade-boes-greene-says-2026-05-31\/\" target=\"_blank\" rel=\"nofollow noopener\">conference<\/a> in Croatia.<\/p>\n<p>Yet Lords committee chair Sheila Noakes warned that the future trajectory of the stablecoin market was unclear, and that the UK was lagging behind jurisdictions such as the US and the EU in its approach to the digital assets. <\/p>\n<p>\u201cNo one knows whether or how a UK-based stablecoin market could develop,\u201d she said. <\/p>\n<p>\u201cRegulation needs to allow innovation while ensuring that risks are effectively mitigated. The shape of any UK stablecoin market will be strongly influenced by the direction of the regulatory regime.\u201d <\/p>\n<p>In February, Revolut was selected as one of four firms to participate in the Financial Conduct Authority\u2019s regulatory sandbox to <a href=\"https:\/\/www.thebanker.com\/content\/1e19e7e2-81d3-42e8-8bad-b63e97c30594\" rel=\"nofollow noopener\" target=\"_blank\">explore how a stablecoin offering<\/a> could operate under the proposed framework. <\/p>\n<p>While the FCA has focused on creating a framework to enable stablecoin issuers to operate in the UK, the BoE proposals address the additional safeguards that would apply if a stablecoin became systemically important.<\/p>\n<p>The House of Lords committee has urged the BoE to reconsider certain elements of the framework, \u201cparticularly in relation to holding limits, unremunerated backing assets, and restrictions on commercial banks issuing stablecoins\u201d, Noakes said.<\/p>\n<p>Regulation must also be sufficiently flexible to not \u201cconstrain use cases\u201d or \u201cmake assumptions about the applicability of particular digital settlement solutions to use cases\u201d, the committee said in its report.<\/p>\n<p>In particular, it said the central bank should reconsider its draft requirement that stablecoin issuers should hold at least 40 per cent of backing assets in unremunerated central bank deposits. <\/p>\n<p>The committee also urged the central bank not to \u201cpre-emptively\u201d impose holding limits, following its proposals to limit individual stablecoin ownership to \u00a320,000 per stablecoin, with businesses able to hold up to \u00a310mn.<\/p>\n<p>The bank is expected to publish draft rules for a systemically important stablecoin regulatory framework <a href=\"https:\/\/www.thebanker.com\/provision\/1fed46fe-8d4f-5995-8ca1-68aa67a62305\" rel=\"nofollow noopener\" target=\"_blank\">this month<\/a>.<\/p>\n<p>The committee supported the development of sterling-backed stablecoins, even while acknowledging their potential risks to financial stability \u2014 flagged repeatedly by organisations such as the <a href=\"https:\/\/www.reuters.com\/business\/finance\/ecb-rebuffs-proposals-boost-euro-stablecoins-too-risky-2026-05-22\/\" target=\"_blank\" rel=\"nofollow noopener\">European Central Bank<\/a> and the <a href=\"https:\/\/www.bis.org\/publ\/bppdf\/bispap170.htm\" target=\"_blank\" rel=\"nofollow noopener\">Bank for International Settlements<\/a> \u2014 including the \u201cpossible disintermediation of the traditional banking sector\u201d.<\/p>\n<p>A sterling stablecoin could bring benefits such as fast and low-cost payment options and greater efficiency in settlements, and help avoid possible monetary policy risks arising from any \u201ccurrency substitution\u201d as a result of US dollar-denominated stablecoin adoption, the committee said.<\/p>\n","protected":false},"excerpt":{"rendered":"Bank of England regulatory proposals could stifle the development of sterling-backed stablecoins, a House of Lords committee has&hellip;\n","protected":false},"author":2,"featured_media":1001611,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":"","_share_on_mastodon":"0"},"categories":[3,4],"tags":[748,10283,393,4884,1144,712,16,15,1764],"class_list":["post-1001610","post","type-post","status-publish","format-standard","has-post-thumbnail","category-uk","category-united-kingdom","tag-britain","tag-emerging-technologies","tag-england","tag-great-britain","tag-northern-ireland","tag-scotland","tag-uk","tag-united-kingdom","tag-wales"],"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@uk\/116683506089482617","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/1001610","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/comments?post=1001610"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/1001610\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media\/1001611"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media?parent=1001610"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/categories?post=1001610"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/tags?post=1001610"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
